Telegram from the French government stating that the telegram of December 9th from the Turkish government "does not constitute a a Franco-Turkish dispute", but rather shows a divergence between the Turkish government and the doctrine of the French Mandate, laid down by the Council and Mandates Commission. The French telegram also takes issue with Turkey's views regarding the security of the Syrian-Turkish border.
