A technical assistance mission from the IMF's Statistics Department visited Lao People's Democratic Republic during May 11-12, 2023, to support the authorities in continuing to improve the compilation and dissemination of public sector debt statistics (PSDS). The mission assisted the authorities to compile annual PSDS and also discussed the correct recording of Lao PDR's "arrears clearance bonds."

The global financial crisis of recent years and the associated large fiscal deficits and debt levels that have impacted many countries underscores the importance of reliable and timely government statistics and, more broadly, public sector debt as a critical element in countries fiscal and external sustainability. Public Sector Debt Statistics is the first international guide of its kind, and its primary objectives are to improve the quality and timeliness of key debt statistics and promote a convergence of recording practices to foster international comparability and as a reference for national compilers and users for compiling and disseminating these data. Like other statistical guides published by the IMF, this one was prepared in consultation with countries and international agencies, including the nine organizations of the Inter-Agency Task Force on Finance Statistics (TFFS). The guide's preparation was based on the broad range of experience of our institutions and benefitted from consultation with national compilers of government finance and public sector debt statistics. The guide's concepts are harmonized with those of the System of National Accounts (2008) and the Balance of Payments and International Investment Position Manual, Sixth Edition.

In response to a request from the European Department, a Public-Sector Debt Statistics (PSDS) technical assistance (TA) mission was conducted in Chisinau during April 2–6, 2018. With the objective of improving Moldovan public sector debt statistics, the mission conducted an evaluation of data comprehensiveness in terms of: (i) institutional coverage; (ii) instrument coverage, including maturity structures; (iii) valuation of debt liabilities; and; (iv) additional fiscal risks resulting from contingent liabilities (on-lending and guarantees). Like the recent article IV mission1 and Public Finance Management (PFM) assessment,2 the mission found that Moldova continues to improve their recording, compilation and dissemination of public sector debt statistics reflecting potential fiscal risks, but faces five main statistical challenges going forward.

The International Monetary Fund’s (IMF’s) Statistics Department (STA) and Fiscal Affairs Department (FAD) provided technical assistance (TA) on government finance statistics (GFS) and public sector debt statistics (PSDS) to the Ministry of Finance (MOF) of the Arab Republic of Egypt during July 4–17, 2023. This was the first such mission since 2017 and the focus was on assisting the Egyptian MOF to identify the necessary processes and systems required to facilitate the production of high-quality fiscal statistics, compliant with the latest international statistical standards (as per the Government Finance Statistics Manual 2014) both with respect to coverage and presentation.

The International Monetary Fund’s mission to Papua New Guinea sought to revitalize the development of fiscal and debt statistics following a period of disruption caused by a ransomware attack, Covid-19, and high staff turnover. To that end, the mission provided a combination of formal training and technical assistance on the priority development areas, notably on the resolution of the general data quality issues, the expansion of the statistical coverage to the provincial tier of government, and the compilation of debt statistics for the state-owned enterprises.

A diagnostic technical assistance mission from the IMF’s Statistics Department (STA) visited Seychelles during April 8-19, 2024, to support the authorities in improving the compilation and dissemination of government finance statistics (GFS) and public sector debt statistics (PSDS). The mission assisted the Ministry of Finance, National Planning and Trade, and the National Bureau of Statistics to broaden the institutional coverage of fiscal statistics through hands-on training and methodological guidance in deriving a draft public sector institutional table. The mission also supported the authorities in reviewing data sources, compilation, and dissemination practices for GFS and PSDS, as well as in streamlining working files for high frequency and annual fiscal statistics. This effort will help the authorities reduce statistical discrepancies and resume the submission of GFS data to STA.
