Education is a concern for all, including students, parents, communities, employers, societies, and governments. All stakeholders have a role in providing education services. In this context, the operations of the Asian Development Bank (ADB) in the education sector pursue new and innovative models of education service delivery and financing. Public–private partnerships (PPPs) can contribute to improving the quality and relevance of education, and to raising the cost efficiency of education delivery, including to disadvantaged groups. This report provides a review of PPP models supported by ADB financed education sector projects in the past decade. It is part of broader analytical work being conducted by ADB on PPPs in education that will guide education sector operations in the coming years.

South Asia remains one of the fastest-growing regions in the world but concerns are rising that its workforce lacks the skills and education to drive its economy into the 21st century. Providing access to quality education and skills training is now a priority of policymakers in the region. But even though government spending on education has increased significantly in recent years, it has not resulted in effective education outcomes. This report is one in a series of four publications that examines how education and training systems in the region can be improved. In particular, it looks at the role that the private sector can play in improving standards through investments in education and training.

This book offers an understanding of the current state of public management in the Gulf Cooperation Council (GCC) region, highlighting the region's institutional and human capital constraints. Drawing on case studies from GCC states and beyond, the book provides a policy-oriented analysis of these challenges and a set of recommendations on how to address them. Public Management Reform in the Gulf Cooperation Council and Beyond utilizes several theoretical frameworks to explore three themes: first, how the quality of government and efficiency of its bureaucratic machinery can offer a business-friendly environment for the private sector; second, how public-private partnerships can foster stronger collaboration and exchange of knowledge and expertise between the public and private sectors; and finally, how the existing human capital constraints may be addressed through the effective implementation of talent management, knowledge management, and training programs. A comparative approach is taken throughout the book, contrasting the performance of GCC states with other Middle East and North Africa (MENA) countries or the Organization for Economic Cooperation and Development (OECD) member countries in key governance, public sector performance, and business competitiveness indicators to identify what the GCC states need to do to enhance the quality of government and the capacity to deliver services more efficiently. This book will appeal to academics, practitioners, policymakers and private sector consultants, as well as those interested more broadly in the Middle East and the Gulf region.

Focusing on the Asia-Pacific region, which in recent years has been the engine of global economic growth , this volume surveys trends and prospects in technical and vocational education and training (TVET) with particular reference to achieving inclusive growth and the greening of economies. Underlying the increasing pressure for new models of TVET provision is the rapid pace of technological change, demand for a work force which is highly responsive to evolving needs and a transforming market place that calls for higher order skills and lifelong learning. The book proposes a re-engineered, modernized TVET system that fosters an innovative approach which enhances the employability of workers as well as the sustainability of their livelihoods. The book includes contributions from leading policy makers, researchers, and practitioners, including those in the private sector in analyzing and forecasting the most urgent priorities in skills development. The book argues for creative approaches to TVET design and delivery particularly with a view to improve job prospects , and meeting the goals of inclusion, sustainable development and social cohesion. Addressing issues such as the chronic mismatches between skills acquired and actual skills required in the work place, the volume proposes diversified approaches towards workforce development and partnerships with the private sector to improve the quality and relevance of skills development . The new imperatives created by ‘greening’ economies and responses required in skills development and training are addressed. Developing TVET is a high priority for governments in the Asia Pacific region as they seek to achieve long-term sustainable growth since the .continued success of their economic destinies depend on it. The volume also includes an emerging framework for skills development for inclusive and sustainable growth in the Asia and Pacific region.

For the third time in three decades world leaders reaffirmed their promise of "Education For All" when adopting Sustainable Development Goal 4 in 2015. It is the most far-reaching commitment to quality and equity in education so far, yet, there is no consensus on what the agenda means in practice. With a decade left until the 2030 deadline, Grading Goal Four calls upon the education community to engage more thoughtfully and critically with SDG 4 and related efforts. As an ever-growing number of actors and initiatives claim to contribute to its achievement, it is becoming clear that the ambitious but broad priorities within the goal are vulnerable to cherry-picking and misrepresentation, placing it at the heart of tensions between instrumentalist and rights-based approaches to education. This text, a critical analysis of SDG 4, provides a framework for examining trends and developments in education globally. As the first volume that examines early implementation efforts under SDG 4, Grading Goal Four formulates a critique along with strategies for moving forward. By scrutinising the challenges, tensions and power dynamics shaping SDG 4, it advances rights-based perspectives and strategies for effective implementation and builds capacity for strengthened monitoring and analysis of the goal.
