Governments around the world including developed and developing economies are grappling with the challenge of wide infrastructure deficits. The case of the African continent is even more critical. Considering also that the United Nation's Sustainable Development Goals aim to “leave no one behind,” it becomes imperative to explore avenues to allow the private sector to finance and deliver infrastructure. Public-Private Partnership is now considered as one of the most successful global strategies to support the public sector in the provision of infrastructure. This paper examines the role of Public-Private Partnership in the achievement of the United Nations Sustainable Development Goals vis-à-vis the role of sub-national governments in ensuring a viable framework for the successful arrangement and execution of Public-Private Partnership projects. The methodology adopted for the paper a doctrinal review of literature and case studies on the subject. The paper recommends the engagement of stakeholders and the strengthening of sub-national frameworks for sub-national Public-Private Partnership.

Voluntary sustainability standards (VSS) and other private governance instruments (e.g., Fair Trade, Forest Stewardship Council, Fair Wear Foundation, GLOBALGAP) are increasingly regulating global production processes and economic activities. VSS verify the compliance of products or production processes with sustainability standards. The importance of voluntary sustainability standards is now widely recognized. After being operational for more than two decades, they have established themselves as private governance instruments. This recognition is also exemplified by their integration in public regulatory approaches. Governments and international organizations are partnering with voluntary sustainability standards to pursue sustainable development policies. We witness the integration of VSS in the regulatory approaches of local and national governments in countries around the world, the integration of VSS in trade policies, the emergence of public–private initiatives to govern global supply chains, and the inclusion of private initiatives in experimentalist governance regimes. This Special Issue seeks to bring together research on the interface between private and public governance. We welcome contributions which analyze specific case studies on the emergence and development of these private–public interactions, the design of public–private governance, the effectiveness of these governance arrangements, and critical perspectives on the possibilities and limitations of such public–private forms of governance. We welcome multi-disciplinary perspectives including contributions from economics, political science, law, sociology, geography, and anthropology. Papers selected for this Special Issue are subject to a peer review procedure with the aim of rapid and wide dissemination of research results, developments, and applications.

This book reflects the futuristic scientific view of the consequences of transition to Industry 4.0 for climate change. The authors present a systemic overview of the current negative consequences of digitization for the environment, new outlines of the energy sphere in Industry 4.0 and the change of the environment pollution level in Industry 4.0. The book also analyses the ecological consequences of growth and development of Industry 4.0, and considers Industry 4.0 as an alternative to fighting climate change. The book presents a view on fighting climate change in Industry 4.0 from the positions of shifting the global community’s attention from environment protection to formation of the digital economy. A logical continuation of this book is a view from the opposite side, which would allow reflecting the contribution of Industry 4.0 into fighting climate change and the perspectives of harmonization of these top-priority directions of the global economy’s development. This book will be of interest to academics and practitioners interested in climate change and development of Industry 4.0, as well contributing to a national economic policy for fighting climate change and corporate strategies of sustainable development in Industry 4.0.

Since the adoption of the 2030 Agenda for Sustainable Development and the SustainableDevelopment Goals (SDGs), public-private partnerships have become even more prominent. In simple terms, the Agenda is a plan of action for prosperity that seeks to strengthen universal peace and freedom by eradicating poverty in all its forms and dimensions. Further, the Agenda requests all stakeholders to act collaboratively in partnership for sustainable development. UN agenda is a plan of action for 'people, planet, and prosperity.' The 17 Goals cover all crucial policy areas to secure a sustainable future, including education, health, economic development, social protection, environmental protection, and natural resources governance. The 17 goals are operational in 169 targets which need to be reached by 2030 or earlier. The SDGs build on the Millennium Development Goals and aim to complete what these Millennium Development Goals did not achieve. The main difference between the Millennium Development Goals implemented from 2000 till 2015 and the Sustainable Development Goals launched in 2015 is that the former were mainly targeted to governments while the latter attempts to target many different stakeholders including the private sector. Therefore, a shift in approach between the Millennium Development Goals and the Sustainable Development Goals is the recognition that policy objectives are best achieved by involving and integrating private actors in the policy process.It must be recognized that Various actors have used Public-Private Partnerships (PPP) for sustainable development as a mechanism of operation during the last three decades. It is viewed as a shift in the public management way of doing business. Even if there are many types of PPP as depicted in the below figure 1, the above move is explained by the shift from 'public management' to 'public governance,' signaling that governments are no longer the only providers of public policy but increasingly engage private actors. (Rosenau, 1995:13).

This Handbook aims to support policy-makers, national governments, national and regional public administrations, PPP officers, practitioners and academia in the design, implementation and assessment of appropriate responses to foster PPPs' uptake in the context of developing and emerging economies.
