TRB’s Transit Cooperative Research Program (TCRP) Synthesis 89: Public Participation Strategies for Transit documents the state-of-the-practice in terms of public participation strategies to inform and engage the public for transit-related activities.

Each transit agency must integrate into its public participation plan the strategies, procedures, and outcomes that will ensure participation of their entire communities, including people of color, people with disabilities, and low-income populations, among others, when dealing with its transportation planning issues. This requirement is established under federal laws and regulations. The TRB Transit Cooperative Research Program's TCRP Synthesis 170: Inclusive Public Participation in Transit Decision-Making documents current, effective, ongoing public participation mechanisms resulting in, and instilling participation from, communities of color; communities with limited English-language proficiency and low-income populations; and people with disabilities.

Public Participation in Transport in Times of Change discusses various forms of public participation in connection to sustainable mobility, transport planning, policy, health, infrastructure, and active travel, creating a comprehensive analysis relevant for both practitioners and researchers who operate within the transport field.

Transportation Planning and Public Participation: Theory, Process, and Practice explains why, and then how, transportation professionals can treat public participation as an opportunity to improve their projects and identify problems before they do real damage. Public involvement in transportation planning has a new emphasis since Congress passed the Federal intermodal Surface Transportation Act of 1991 (ISTEA). Federal regulations to implement ISTEA call for proactive public involvement processes. They must respond not only to the requirements of ISTEA but also those of related Federal acts, such as the Clean Air Act and the Americans with Disabilities Act. This set of notebook pages has been prepared to introduce agencies to some practical techniques of public Involvement that can be used in a variety of situations. It is geared to the needs of State agencies and metropolitan planning organizations (MPO's), particularly some smaller MPO's with less extensive public involvement experience. It is intended for use both by public involvement specialists and the others who have public involvement responsibilities. It is not the whole answer to public involvement but a starting point to stimulate responsiveness to ISTEA. Techniques should always be tailored to local conditions and should be as creative and fresh as possible to attract public interest.

TCRP Report 122: Understanding How to Motivate Communities to Support and Ride Public Transportation provides a comprehensive discussion on the methods and strategies used by public transportation agencies in the United States and Canada to enhance their public images and motivate the support and use of public transportation. Additionally, the report identifies and describes methods and strategies used by other industries (comparable to public transportation) to enhance their public image and to motivate the support and use of their products and services. Also, this report examines the perceptions, misperceptions, and use of public transit, and the extent to which these affect support. Finally, the report identifies effective communication strategies, campaigns, and platforms for motivating individuals to action in support of public transportation, and it recommends ways to execute those communication strategies, campaigns, and platforms. This report will be helpful to transit agencies; elected officials; community leaders; business leaders; and federal, state, and local funding agencies in both the United States and Canada.

The Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) have prepared this guide for transportation professionals, elected officials, and policymakers, as well as community and business interests, who want to understand and participate in the transportation planning and decisionmaking process. It has two objectives: first, to provide a framework for linking the various elements of ISTEA's transportation planning process together in a comprehensive manner; and second, to provide information, suggestions, and examples of ways to carry out the metropolitan planning process. Part One describes the changes Congress and the President envisioned in the transportation planning and investment process when they enacted ISTEA. Part Two discusses the products of the transportation planning process: the transportation plan and the Transportation Improvement Program (TIP). Part Three describes the elements of transportation planning and how metropolitan areas can use them to develop transportation plans and TIPs that meet their needs and the expectations of the Federal Government. Part Four provides a reference guide to Federal regulations, guidance, and other useful information that have been published on ISTEA and the planning process.
