"There have been preventive wars throughout history, but the motivations behind them have remained elusive, and many crucial questions remain unanswered. What exactly constitutes preventive action? What differentiates preventive action from pre-emptive action? Are there significant differences between preventive strikes and full-on preventive wars? What is the relationship of preventive action to traditional concepts of deterrence, compellence, and international law? Finally, why do states initiate preventive action?" "Jonathan Renshon argues that the best avenue for understanding decisions to initiate preventive action is through a close examination of the individual leader responsible for such decisions. He examines five situations to pinpoint the factors that matter most in decisions to take preventive military - or not : the British action in the Suez Canal Crisis, 1956; Israel's strike on Iraq's nuclear reactor, 1981; American preventive war planning, 1946-1954; Indian preventive war planning, 1982-2002; and America's preventive war against Iraq, 2003." "In each instance, preventive action was seriously considered, and yet it only occurred in three of the five cases. In the end, each case provides further evidence that individual leadership matters - nowhere more so than in decisions involving preventive war."--Résumé de l'éditeur

Drawing on recently declassified documents and extensive interviews with Soviet and American policy-makers, among them several important figures speaking for public record for the first time, Ned Lebow and Janice Stein cast new light on the effect of nuclear threats in two of the tensest moments of the Cold War: the Cuban Missile Crisis of 1962 and the confrontations arising out of the Arab-Israeli war of 1973. They conclude that the strategy of deterrence prolonged rather than ended the conflict between the superpowers.

Includes a foreword by Major General David A. Rubenstein. From the editor: "71F, or "71 Foxtrot," is the AOC (area of concentration) code assigned by the U.S. Army to the specialty of Research Psychology. Qualifying as an Army research psychologist requires, first of all, a Ph.D. from a research (not clinical) intensive graduate psychology program. Due to their advanced education, research psychologists receive a direct commission as Army officers in the Medical Service Corps at the rank of captain. In terms of numbers, the 71F AOC is a small one, with only 25 to 30 officers serving in any given year. However, the 71F impact is much bigger than this small cadre suggests. Army research psychologists apply their extensive training and expertise in the science of psychology and social behavior toward understanding, preserving, and enhancing the health, well being, morale, and performance of Soldiers and military families. As is clear throughout the pages of this book, they do this in many ways and in many areas, but always with a scientific approach. This is the 71F advantage: applying the science of psychology to understand the human dimension, and developing programs, policies, and products to benefit the person in military operations. This book grew out of the April 2008 biennial conference of U.S. Army Research Psychologists, held in Bethesda, Maryland. This meeting was to be my last as Consultant to the Surgeon General for Research Psychology, and I thought it would be a good idea to publish proceedings, which had not been done before. As Consultant, I'd often wished for such a document to help explain to people what it is that Army Research Psychologists "do for a living." In addition to our core group of 71Fs, at the Bethesda 2008 meeting we had several brand-new members, and a number of distinguished retirees, the "grey-beards" of the 71F clan. Together with longtime 71F colleagues Ross Pastel and Mark Vaitkus, I also saw an unusual opportunity to capture some of the history of the Army Research Psychology specialty while providing a representative sample of current 71F research and activities. It seemed to us especially important to do this at a time when the operational demands on the Army and the total force were reaching unprecedented levels, with no sign of easing, and with the Army in turn relying more heavily on research psychology to inform its programs for protecting the health, well being, and performance of Soldiers and their families."

Scholarship on the psychology of peace has been accumulating for decades. The approach employed has been predominantly centered on addressing and preventing conflict and violence and less on the conditions associated with promoting peace. Concerns around nuclear annihilation, enemy images, discrimination, denial of basic human needs, terrorism and torture have been the focal points of most research. The Psychological Components of a Sustainable Peace moves beyond a prevention-orientation to the study of the conditions for increasing the probabilities for sustainable, cooperative peace. Such a view combines preventative scholarship with a promotive-orientation to the study of peaceful situations and societies. The contributors to this volume examine the components of various psychological theories that contribute to the promotion of a harmonious, sustainable peace. Underlying this orientation is the belief that promoting the ideas and actions which can lead to a sustainable, harmonious peace will not only contribute to the prevention of war, but will also lead to more positive, constructive relations among people and nations and to a more sustainable planet. The Psychological Components of a Sustainable Peace is valuable and stimulating reading for researchers in peace psychology, political psychology, and conflict resolution as well as others who are interested in developing a sustainable, harmonious world.
