The world has made enormous progress in the past 50 years toward eliminating hunger and malnutrition. While, in 1960, roughly 30 percent of the world's population suffered from hunger and malnutrition, today less than 20 percent doessome five billion people now have enough food to live healthy, productive lives. Agricultural development has contributed significantly to these gains by increasing food supplies, reducing food prices, and creating new income and employment opportunities for some of the world's poorest people.This book examines where, why, and how past interventions in agricultural development have succeeded. It carefully reviews the policies, programs, and investments in agricultural development that have reduced hunger and poverty across Africa, Asia, and Latin America over the past half century. The 19 successes included here are described in in-depth case studies that synthesize the evidence on the intervention's impact on agricultural productivity and food security, evaluate the rigor with which the evidence was collected, and assess the tradeoffs inherent in each success. Together, these chapters provide evidence of "what works" in agricultural development.

Agricultural development has contributed significantly to these gains, while also fostering economic growth and poverty reduction in some of the world's poorest countries.

Sub—Saharan Africa is one of the poorest regions of the world. Because most Africans work in agriculture, escaping such dire poverty depends on increased agricultural productivity to raise rural incomes, lower food prices, and stimulate growth in other economic sectors. Per capita agricultural production in sub—Saharan Africa has fallen, however, for much of the past half—century. Successes in African Agriculture investigates how to reverse this decline. Instead of cataloging failures, as many past studies have done, this book identifies episodes of successful agricultural growth in Africa and identifies processes, practices, and policies for accelerated growth in the future. The individual studies follow developments in, among other areas, the farming of maize in East and Southern Africa, cassava across the middle belt of Africa, cotton in West Africa, horticulture in Kenya, and dairying in East Africa. Drawing on these case studies and on consultations with agricultural specialists and politicians from across sub—Saharan Africa -- undertaken in collaboration with the African Union's New Partnership for Africa's Development -- the contributors identify two key determinants of positive agricultural performance: agricultural research to provide more productive and sustainable technologies to farmers and a policy framework that fosters market incentives for increasing production. The contributors discuss how the public and private sectors can best coordinate the convergence of both factors. Given current concerns about global food security, this book provides timely and important resources to policymakers and development specialists concerned with reversing the negative trends in food insecurity and poverty in Africa.

With the full effects of the Great Recession still unfolding, this collection of essays analyses the gendered economic impacts of the crisis. The volume, from an international set of contributors, argues that gender-differentiated economic roles and responsibilities within households and markets can potentially influence the ways in which men and women are affected in times of economic crisis. Looking at the economy through a gender lens, the contributors investigate the antecedents and consequences of the ongoing crisis as well as the recovery policies adopted in selected countries. There are case studies devoted to Latin America, transition economies, China, India, South Africa, Turkey, and the USA. Topics examined include unemployment, the job-creation potential of fiscal expansion, the behavioral response of individuals whose households have experienced loss of income, social protection initiatives, food security and the environment, shedding of jobs in export-led sectors, and lessons learned thus far. From these timely contributions, students, scholars, and policymakers are certain to better understand the theoretical and empirical linkages between gender equality and macroeconomic policy in times of crisis.

This volume explores the usefulness of the Asian model of agricultural development for Africa, where, even before the recent world food crisis, half the population lived on less than on dollar a day, and a staggering one in three people and one third of all children were undernourished. Africa has abundant natural resources; agriculture provides most of its jobs, a third of national income and a larger portion of total export earnings. However the levels of land and labor productivity rank among the worst in the world. The book explains Africa’s productivity gap and proposes ways to close it, by examining recent experience in Africa and by drawing on lessons from Asia.

Global environmental change (GEC) represents an immediate and unprecedented threat to the food security of hundreds of millions of people, especially those who depend on small-scale agriculture for their livelihoods. As this book shows, at the same time, agriculture and related activities also contribute to GEC by, for example, intensifying greenhouse gas emissions and altering the land surface. Responses aimed at adapting to GEC may have negative consequences for food security, just as measures taken to increase food security may exacerbate GEC. The authors show that this complex and dynamic relationship between GEC and food security is also influenced by additional factors; food systems are heavily influenced by socioeconomic conditions, which in turn are affected by multiple processes such as macro-level economic policies, political conflicts and other important drivers. The book provides a major, accessible synthesis of the current state of knowledge and thinking on the relationships between GEC and food security. Most other books addressing the subject concentrate on the links between climate change and agricultural production, and do not extend to an analysis of the wider food system which underpins food security; this book addresses the broader issues, based on a novel food system concept and stressing the need for actions at a regional, rather than just an international or local, level. It reviews new thinking which has emerged over the last decade, analyses research methods for stakeholder engagement and for undertaking studies at the regional level, and looks forward by reviewing a number of emerging 'hot topics' in the food security-GEC debate which help set new agendas for the research community at large. Major changes have been occurring almost unnoticed in staple value chains in Asia. The Quiet Revolution in Staple Food Value Chains documents and explains the transformation of value chains moving rice and potatoes between the farm gate and the consumer in Bangladesh, the People’s Republic of China, and India. The changes noted are the rapid rise of supermarkets, modern cold storage facilities, large rice mills, and commercialized small farmers using input-intensive, mechanized technologies. These changes affect food security in ways that are highly relevant for policymakers across Asia—the rise of supermarkets provides cheaper staples, more direct relations in the chains combined with branding have increased traceability, and the rise of cold storage has brought higher incomes for potato farmers and all-season access for potato consumers.
