In a protracted displacement situation, refugees are sequestered in camps without right of mobility or employment; their lives remain on hold and stagnate in a state of limbo for a long period. This book reviews the situation and results of research and policies that have left refugees as a forgotten group in protracted situations. Grounded in multidisciplinary research, this book presents a methodical understanding of those displaced within their national borders, the Internally Displaced Persons (IDPs). The IDP phenomenon remains less understood than that of refugees due to the "internal" nature of the crisis, linked to a nation’s sovereignty, which assigns the responsibility for care to the national actors as opposed to an international body. This book examines how states in eight countries across Asia and the Pacific address internal displacement in the context of disasters and climate change. The Asia and the Pacific region accounts for the majority of global disaster-related displacement, but the experience of the millions of individuals displaced differs according to gender, age, ethnicity, (dis)ability, caste, and so forth and is dependent on the legal, administrative, social, and economic structures and processes in place to support them. This book adopts a human rights-based approach, investigating the role of law and policy in preventing displacement, protecting people who are displaced, and engendering durable solutions across cases drawn from Thailand, Cambodia, Indonesia, the Philippines, Nepal, Bangladesh, Vanuatu, and the Solomon Islands. The specific cases in the book also reflect critically on the term ‘displacement’ and the wider normative framework within which this phenomenon is conceptualised and addressed. The book will be of interest to students, researchers, and practitioners working at the intersection of human rights, human mobility, development, disaster risk reduction and management, and climate change adaptation.

The war in Syria, now in its eighth year, continues to take its toll on the Syrian people. More than half of the population of Syria remains displaced; 5.6 million persons are registered as refugees outside of the country and another 6.2 million are displaced within Syria's borders. The internally displaced persons include 2 million school-age children; of these, less than half attend school. Another 739,000 Syrian children are out of school in the five neighborhood countries that host Syria's refugees. The loss of human capital is staggering, and it will create permanent hardships for generations of Syrians going forward. Despite the tragic prospects for renewed fighting in certain parts of the country, an overall reduction in armed conflict is possible going forward. However, international experience shows that the absence of fighting is rarely a singular trigger for the return of displaced people. Numerous other factors—including improved security and socioeconomic conditions in origin states, access to property and assets, the availability of key services, and restitution in home areas—play important roles in shaping the scale and composition of the returns. Overall, refugees have their own calculus of return that considers all of these factors and assesses available options. The Mobility of Displaced Syrians: An Economic and Social Analysis sheds light on the 'mobility calculus' of Syrian refugees. While dismissing any policies that imply wrongful practices involving forced repatriation, the study analyzes factors that may be considered by refugees in their own decisions to relocate. It provides a conceptual framework, supported by data and analysis, to facilitate an impartial conversation about refugees and their mobility choices. It also explores the diversified policy toolkit that the international community has available—and the most effective ways in which the toolkit can be adapted—to maximize the well-being of refugees, host countries, and the people in Syria.

Every year millions of people are displaced from their homes, livelihoods and communities due to land-based development projects. There is no limit to what can be called a ‘development project’. They can range from small-scale infrastructure or mining projects to mega hydropower plants; can be public or private, well-planned or rushed into. Knowledge of development-induced displacement and resettlement (DIDR) remains limited even after decades of experience and research. Many questions are yet unanswered: What is "success" in resettlement? Is development without displacement possible or can resettlement be developmental? Is there a global safeguard policy or do we need an international right ‘not to be displaced’? This book revisits what we think we know about DIDR.
