The aim of this study is to provide readers with an overview of how agricultural insurance and social protection interventions can complement each other, within the frame of disaster risk management for vulnerable agricultural actors. As the quality of climate risk information and scientific forecasting has continued to improve, the imperative to act in advance of an imminent shock in order to protect people, assets and livelihoods has also gained notable attention and increasing investment. Recognizing this opportunity, some governments, and development and humanitarian partners are trying to gain a better understanding of the potential of social protection to deliver support ahead of a forecasted shock, including exploring options to systematically integrate anticipatory action approaches within existing national social protection systems. As such, this document discusses the conceptual and practical linkages between these two topics alongside presenting four country case studies, thereby contributing to the literature on how social protection and anticipatory action can protect agricultural livelihoods.

Although risk-based approaches to disaster management are particularly effective, the rapid start-up of risk financing is hardly conceivable in the case of a drought that has been grossly underfinanced. Even if existing resources are spent more effectively, the gap far exceeds the active finance flows. Creating an enabling environment for the financial sector is the first step to intensifying investments, and it must be done by aligning the interest of the involved actors, including public and private stakeholders, the development and scientific community, and the impacted sectors. This report provides an in-depth analysis of the structural particularities and the status of drought finance. It lines up pathways to stimulate the financial environment by proposing innovative strategies, in other words, enabling pathways. It responds to the pressing concern of what innovative instruments and strategies should be used to make drought finance attractive for all sectors. The goal is to roll out larger-scale programmes to enable drought financing to yield a good return, thus supporting the efforts of the global community to build drought resilience through increased finance flows.By providing pragmatic steps towards the acceleration of drought finance, the publication contributes to several Sustainable Development Goals (SDGs), including SDGs 1, 2, 5, 6, 13, 15 and 17. It is in line with the objectives of the FAO Strategic Framework, namely, it addresses the objective of the Better Production to ensure “resilient and sustainable agrifood systems”, and the objective of the Better Life to promote “inclusive economic growth by reducing inequalities”.

The study is a result of the growing interest on the part of FAO on the analysis and use of financial technology (fintech) applications as effective enablers of financial inclusion for smallholder farmers, as well as that of other financially underserved actors active in the agricultural value chains of developing and emerging countries. Many of these countries have witnessed, in recent years, an exponential rise in the number and variety of fintech start-ups focused on the agriculture sector, which have emerged with the specific intent of seizing the enormous clientele segment composed of small-scale rural actors whose financial needs are not adequately serviced by traditional financial institutions, such as commercial banks, microfinance institutions, and financial cooperatives The objective of this publication is to analyse and illustrate some of the most interesting business models and innovations brought forward by fintech companies that have sought to address the common financing constraints associated to small-scale agriculture all around the world, showcasing in particular the challenges they have faced to become profitable and sustainable, the solutions they have found to overcome such challenges, the positive developmental externalities that they have generated through their activity, and the possible lessons that can be drawn from their experience which can inform further replications or adaptations of their specific model in other contexts.

The FAO Investment Centre provides a wide range of support services to help countries make more and better investments in food and agriculture. This review looks back at the work the Centre carried out with its partners in 2020. Despite a challenging year amid the COVID-19 pandemic, the Centre’s global team supported investment-related policy and sector studies to increase policy dialogue and contributed to the design, technical assistance, supervision or evaluation of investment projects in 120 countries. The Centre increasingly linked both its policy work with investment support to scale up impact. And it promoted greater knowledge sharing and innovation, while also helping to strengthen the capacity of people and institutions to make better investment decisions. The Centre continues to remain relevant by adapting its skills and expertise to keep pace with a constantly evolving investment landscape and fast-changing world and by advocating for more sustainable agri-food systems.

FAO recognizes that those living in rural areas whose livelihoods depend heavily on natural resources, are disproportionately affected by climate risks because of their great likelihood of living in high-risk geographical locations as well as their high vulnerability to, and limited capacity to cope with, climate hazards due to low incomes, lack of savings, weaker social networks, low asset bases and heavy reliance on agriculture and natural resources. Protecting poor and vulnerable small scale producers from the negative impacts of climate risks is an imperative in order to reach FAO’s strategic objectives and achieve Sustainable development goal one and two. Managing Climate risks through social protection sheds light on social protection as an effective investment to safeguard the livelihood of small scale producers and strengthen their essential role in ensuring food security across the globe.
