Prospects for Livestock-Based Livelihoods in Africa's Drylands examines the challenges and opportunities facing the livestock sector and the people who depend on livestock in the dryland regions of Sub-Saharan Africa. It presents a novel way of thinking about pastoral development, grounded in a conceptual framework that focuses on the multiple shocks that drylands livestock keepers face and how those shocks can be addressed, drawing on a state-of-the-art literature review carried out by scientists of leading research institutes and development organizations, and integrating the results of an innovative approach to modeling development options for the drylands livestock sector. Looking to the future, the picture is mixed. On the positive side, demand for red meat is expected to strengthen in domestic and regional markets, suggesting that livestock keepers will have good market opportunities. On the negative side, a large majority of livestock keepers are classifi ed as poor, and the natural (feed) resource base is likely to be suffi cient to enable improved meat and milk production for the growing human population. Prospects for the livestock sector through 2030 vary by aridity zone. In arid and semi-arid zones, a reasonable goal for 2030 is to have land use, training, and microfi nance systems established that promote an appropriate balance between human and livestock carrying capacities, featuring mainly grassland/pastoral systems that reliably and sustainably satisfy the minimum income needs of herder households, produce at least a signifi cant part of the demand in local markets for animal source food, and provide environmental services for which livestock keepers receive compensation. The goal includes signifi cant employment generation outside the sector. In the higher rainfall zones of the semi-arid areas, and in the subhumid zones, a reasonable goal for 2030 is to have intensifi ed production systems established, featuring mainly mixed livestock/arable farming or agro-pastoral systems that are closely linked to nearby grassland/pastoral systems and that consistently generate marketable surpluses of differentiated red meat and livestock products that can compete not only in the expanding domestic market but also in selected regional markets.

Sustainable Development Goal 1, ending poverty in all its forms, everywhere, is the most ambitious goal set by the 2030 Agenda. This Goal includes eradicating extreme poverty in the next 12 years, which will require more focused actions in addition to broad-based interventions. Knowledge about pastoralism has a legacy of misunderstanding and debate within rural development, a highly politicized territory at the regional and national level, and an evolving discussion in the context of climate change. The Pastoralist Knowledge Hub (PKH), which is hosted by FAO, brings together pastoralists and the main actors working with them to create the synergies for dialogue and the development of much needed pastoralist policies at the national and global level. This report presents the results of the final evaluation of two projects: “Pastoralist Knowledge Hub Part 1: Support to pastoralists in advocacy and policy matters” (PKH1) and “Pastoralist Knowledge Hub Part 2: Technical support to pastoralists livelihood and resilience” (PKH2). The expected overall impact of the projects was improved policies, legislation and programmes related to pastoralism, contributing to food security, poverty reduction and resilience. This evaluation serves a dual purpose of accountability and learning. It extrapolates findings and conclusions based on the evidence collected, and identifies good practices and challenges to inform future projects.

Small ruminants are the main source of livelihood for the rural agropastoralists and are important assets in lowlands and highlands of Ethiopia. Transboundary animal diseases (TADs) are a significant cause of reduced production and productivity to the pastoral communities in Ethiopia. TADs like Peste des Petits Ruminants (PPR), Sheep and Goat Pox (SGP) and Contagious Caprine Pleuropneumonia (CCPP) have contributed to a high level of sheep and goat mortality, especially in lambs and kids. The “Pursuing pastoralist resilience through improved animal health service delivery” project implemented by FAO between 2014 and 2020, was designed to support the Government of Ethiopia in strengthening the surveillance system for most TADs. The project had a primary focus to implement a progressive control programme for Peste des Petits Ruminants (PPR). The evaluation found that the project has advanced PPR control and eradication and that the country has the capability to continue this momentum for improved animal health and welfare services for the greater ambition to eradicate PPR across the country by 2027. However, ensuring the effectiveness and sustainability of future projects requires overcoming many difficulties. Challenges relating to government strategy, coordination, resources and more are assessed in this report.

Pastoral systems have evolved to function with the natural environment and therefore with variability. By identifying variability as an entry point, this paper aims at (i) engaging FAO in the mainstreaming of pastoralism by establishing the understanding of pastoralism, and its systematic inclusion in the normal operations of FAO, and at (ii) presenting an evidence based narrative on pastoralism to a specialists’ audience. Two main points are made in this document: First, pastoral systems are emblematic of farming with nature. Second, pastoral systems make use of variability in inputs (the environment) by matching it with variability in their own operational processes (flexibility in movements, animal breeds, labour force, etc.) in such a way as to reduce the variability in outputs (animal production and health, household’s food security, etc). Since 2015, the Pastoralist Knowledge Hub (PKH) has helped creating an institutional space for connecting and coordinating work on pastoralism within FAO. An Inter-Departmental Working Group on Pastoralism has been formed. The conceptual framework of this paper and early versions have benefited from comments and guidance of FAO staff as well as of specialists of pastoralism worldwide.
