While primary elections are most often associated with presidential candidates in the United States, similar methods for selecting party leaders and candidates are becoming increasingly common in parliamentary democracies around the world. The Promise and Challenge of Party Primary Elections introduces the first comprehensive examination of both the concept and the practice of primary elections outside of the United States. There is a changed emphasis in many health services, with conventional pressures such as budget and workforce constraints, combined with the indirect forces of social change and strategic direction, bringing about the need for more flexible approaches for the longer term. By enabling different care models and delivery channels, telehealth offers demonstrably effective and sustainable solutions for issues such as access to and quality of care. This book presents 18 papers delivered at the 5th Global Telehealth Conference, held in Auckland, New Zealand, in November 2016. The theme chosen for Global Telehealth 2016 is 'The Promise of New Technologies in an Age of New Health Challenges', and the papers included here cover a wide variety of topics, from theoretical and abstract contributions through to discussions of practical projects and highly specific applied contributions. The book also includes two invited papers which detail recent contributions to two global issues in which telehealth plays a major role: universal health coverage and personal health monitoring. "TRB has released the final version of TRB Special Report 308: The Safety Promise and Challenge of Automotive Electronics: Insights from Unintended Acceleration, which examines how the National Highway Traffic Safety Administration (NHTSA) regulatory, research, and defect investigation programs can be strengthened to meet the safety assurance and oversight challenges arising from the expanding functionality and use of automotive electronics. The report gives particular attention to the NHTSA response to consumer complaints of vehicles accelerating unintentionally and to concerns that faulty electronic systems may have been to blame. The committee that produced the report found that the increasingly capable and complex electronics systems being added to automobiles present many opportunities for making driving safer but also present new demands for ensuring their safe performance. These safety assurance demands pertain both to the automotive industry development and deployment of electronics systems and to the safety oversight role of NHTSA. With regard to the latter, the committee recommends that NHTSA give explicit consideration to the oversight challenges arising from automotive electronics and that the agency develop and articulate a long term strategy for meeting these challenges."--Provided by publisher.

Microbiologists have become interested in applying "systems biology" to understand and harness complex biological processes in microbial communities. A systems approach, which attempts to use comparative, high-throughput assays, and mathematical or computational models, has been used to generate a picture of system-wide activity that can yield insight into processes operating within a single cell. But the concept of integrating advances in genomics, proteomics, and metabolomics and incorporating them into mathematical models can also be applied to microbial ecosystems, which typically occur in consortia of related and unrelated organisms. Research on microbial communities using a system-based approach could provide a broader perspective on controls on biological processes and how they operate in and among microorganisms. The National Academies of Sciences, Engineering, and Medicine held a workshop on "Progress and Promises of Systems Microbiology" in August 2003, with the intent of providing a forum for discussion of the tools, technology, and programs that are needed to advance the study of microorganisms through a systems approach. Participants also discussed ways to encourage collaboration among scientists of different disciplines. This report summarizes the presentations and discussions from the workshop.
