Prohibition of Children's Toys and Child Care Articles Containing Specified Phthalates (US Consumer Product Safety Commission Regulation) (CPSC) (2018 Edition) The Law Library presents the complete text of the Prohibition of Children's Toys and Child Care Articles Containing Specified Phthalates (US Consumer Product Safety Commission Regulation) (CPSC) (2018 Edition). Updated as of May 29, 2018 The United States Consumer Product Safety Commission (Commission or CPSC) issues this final rule prohibiting children's toys and child care articles that contain concentrations of more than 0.1 percent of diisononyl phthalate (DINP), diisobutyl phthalate (DIBP), di-n-pentyl phthalate (DPENP), di-n-hexyl phthalate (DHEXP), and dicyclohexyl phthalate (DCHP). Section 108 of the Consumer Product Safety Improvement Act of 2008 (CPSIA) established permanent and interim prohibitions on the sale of certain consumer products containing specific phthalates. That provision also directed the CPSC to convene a Chronic Hazard Advisory Panel (CHAP) to study the effects on children's health of all phthalates and phthalate alternatives as used in children's toys and child care articles and to provide recommendations to the Commission regarding whether any phthalates or phthalate alternatives, other than those already permanently prohibited, should be prohibited. The CPSIA requires the Commission to promulgate a final rule after receiving the final CHAP report. This rule fulfills that requirement. This one-stop resource is ideal for understanding the extent to which toxic chemicals are used in U.S. industry and agriculture—impacting public health and the environment through everything from industrial solvents to children's toys. Every year, about 4 billion pounds of toxic chemicals are generated and released by U.S. industries. Do these chemicals pose a potential health threat to American families, including vulnerable groups like children and the elderly? Is their manufacture and use adequately regulated to protect both human and environmental health? Is the Chemical Safety for the 21st Century Act, signed in June 2016 by President Barack Obama with bipartisan support, truly the first major overhaul of toxic chemical regulation in 40 years to put human health first, as its supporters asserted? Or is it a fatally flawed bill that does the bidding of industry by undermining strong state environmental and public health laws, as some detractors claim? This two-volume set addresses all of those questions. Moreover, it presents and examines arguments marshaled by business interests, community leaders, scientists, activists, and lawmakers alike. It thus provides users with the information they need to accurately assess the impacts—pro and con—that industrial chemicals are having in shaping the world in which we work, eat, drink, breathe, and play.

This practical book provides toxicologists with essential information on the regulations that govern their jobs and products. Regulatory Toxicology, Third Edition is an up-to-date guide to required safety assessment for the entire range of man-made marketed products. Individual chapters written by experts with extensive experience in the field address requirements not only for human pharmaceuticals and medical devices (for which there are available guidances), but for the full range of man-made products. New in this edition are three chapters addressing Safety Data Sheet Preparation, Regulatory Requirements for GMOs, and Regulatory Requirements for Tobacco and Marijuana. The major administrative divisions for regulatory agencies and their main responsibilities are also detailed, as are the basic filing documents the agencies require. Coverage includes food additives, dietary supplements, cosmetics, over-the-counter drugs, personal care and consumer products, agriculture and GMO products, industrial chemicals, air and drinking water regulations and the special cases of California’s Proposition 65, requirements for safety data sheets, and oversight regulations. Both US and international requirements are clearly presented and referenced. In one volume, those who have regulatory responsibility in companies, lawyers, educators, and those selling these materials in the marketplace can learn about regulatory requirements and how to meet them.

Handbook of Plasticizers, Fourth Edition provides a comprehensive review of the current literature as well as cutting-edge details on plasticizers obtained from renewable resources. The book specifies the typical properties of plasticizers belonging to one of thirty-one groups, including expected properties in a given group. The mechanisms of plasticizers, plasticization production steps, and their material behavior in plasticized systems are outlined, along with theoretical background to help readers understand practical observations and methods of material improvement. Other chapters cover the effects on the physical and mechanical properties of plasticized materials, their use in polymers, processing defects formation, and more. This is an essential professional reference, providing R&D scientists, production chemists, and engineers the information they need to avoid certain plasticizers in applications where they may cause health or material durability problems. In addition, the book shows readers how and where to use plasticizers more effectively. - Provides detailed coverage of thirty-one groups of plasticizers, covering their properties, production, processing, applications, health and environmental aspects - Contains new material on odors in plastic materials and their removal - Includes expanded coverage of plasticizers from renewable resources
