This is an open access book. The 3rd International Conference on Digital Economy and Computer Applications (DECA 2023) will be held on September 22–24, 2023 in Shanghai, China. Digital economy is the main economic form after agricultural economy and industrial economy. It takes data resources as the key element, modern information network as the main carrier, and the integration and application of information and communication technology and all-factor digital transformation as the important driving force to promote a new economic form that is more unified in fairness and efficiency. The essence of digital economy is informationization. Informatization is a social and economic process caused by the revolution of production tools, such as computer and Internet, from industrial economy to information economy. The theme of the conference mainly focuses on digital economy and computer applications and other related research fields, aiming to provide an international cooperation and exchange platform for experts and scholars in related research fields and enterprise development personnel to share research results, discuss existing problems and challenges, and explore cutting-edge technologies. We sincerely invite experts and scholars from universities and research institutions at home and abroad, entrepreneurs and other relevant personnel to contribute and participate in the conference. The DECA 2023 is accepting papers for proceeding publication. We accept contributions from those who care about exploring and enhancing the research and innovation in Digital Economy and Computer Applications in the world. The directions of the call for papers are as follows: Internet of Things (IoT), Blockchain Technology, Service-Oriented and Cloud, Industry Track, Deliver the Intelligent Enterprise, Mobile business and Autonomous Computing and other papers in line with the direction of digital economy and computer applications. We welcome submissions from scholars, students, and practitioners across many disciplines that contribute to the study and practice of Digital Economy and Computer Applications.

This paper discusses the impact of the rapid adoption of artificial intelligence (AI) and machine learning (ML) in the financial sector. It highlights the benefits these technologies bring in terms of financial deepening and efficiency, while raising concerns about its potential in widening the digital divide between advanced and developing economies. The paper advances the discussion on the impact of this technology by distilling and categorizing the unique risks that it could pose to the integrity and stability of the financial system, policy challenges, and potential regulatory approaches. The evolving nature of this technology and its application in finance means that the full extent of its strengths and weaknesses is yet to be fully understood. Given the risk of unexpected pitfalls, countries will need to strengthen prudential oversight.

This two-volume set of IFIP AICT 617 and 618 constitutes the refereed proceedings of the IFIP WG 8.6 International Working Conference "Re-imagining Diffusion and Adoption of Information Technology and Systems: A Continuing Conversation" on Transfer and Diffusion of IT, TDIT 2020, held in Tiruchirappalli, India, in December 2020. It. is well known that t.he introduction of a new technology in one organization not always produces the intended benefits (Levine, 1994). In many cases, either the receivers do not reach the intended level of use or simply the technology is rejected because it does not match with the expectations (true or false) and the accepted psychological effort to use it. The case of formal methods is a paradigmatic example of continual failures. The published cases with problems or failures only constitute the visible part of a large iceberg of adoption cases. It. is difficult to get companies to openly express the problems they had; however, from the experience of the author, failure cases are very common and they include any type of company. Many reasons to explain the failures (and in some cases the successes) could be postulated; however, the experiences are not structured enough and it is difficult to extract from them useful guidelines for avoiding future problems. Generally speaking, there is a trend to find the root of the problems in the technol ogy itself and in its adequacy with the preexistent technological context. Technocratic technology transfer models describe the problems in terms of these aspects. Although it is true that those factors limit the probability of success, there is another source of explanations linked to the individuals and working teams and how they perceive the technology.

Senegal, like all African countries, needs better and more jobs for its growing population. The main message of Digital Senegal for Inclusive Growth is that broader use of productivity-enhancing technologies by households and enterprises can generate such jobs, including for lower-skilled people. Adoption of better technologies can support both Senegal’s short-term objective of economic recovery and its vision of economic transformation with more inclusive growth. But this is not automatic. This book leverages a novel survey instrument that measures adoption of technologies at the firm level. Results from this survey show that there is a large average technological gap in Senegal relative to firms in Brazil, in the range of 36 and 30 percent for extensive (whether firms use it at all) and intensive (the most frequently applied) uses of better technologies such as for business administration. Except for a small number of firms, enterprises still mostly use manual, analog technologies to perform general and sector specific business functions. Micro-size informal enterprises lag even further. The benefits from technology adoption are significant. Digital technologies are an enabler of economy-wide productivity and jobs growth by catalyzing adoption of complementary technologies, including many not accessible without digital infrastructure. For households, mobile internet coverage is associated with 14 percent higher total consumption, as well as a 10 percent lower extreme poverty rate—and jobs with higher earnings. Firms with better technologies have higher levels of productivity, generate more jobs, and increase the share of lower-skilled workers on their payroll, on average: an increase in technological sophistication across general business functions that the firm uses most intensively, such as using standard software rather than writing by hand for business administration, is associated with a 14 percent higher jobs growth rate. For these and other inclusive growth benefits to be realized, Senegal should focus on ensuring availability of affordable digital infrastructure and implementing targeted incentives to promote use by firms of better technologies as well as policies to narrow deepening digital divides across enterprises and households.
