It was agreed at the 1991 Mines Ministers' Conference in Halifax that a government/industry task force be formed to review and assess Canada's international competitiveness for mineral investment capital. This study provides a review and assessment of recent domestic and global trends, developments, and issues relevant to the performance and prospects of some of Canada's metals and mineral industry. The report refers to four stages of the minerals industry that are based upon the degree of processing carried out on the products of the industry.
