As North Korea’s nuclear weapons and missile arsenals grow larger and more sophisticated, the United States could soon be faced with a terrible choice when Pyongyang attempts to coerce Seoul—risk an intercontinental nuclear war or abandon a key ally. To avoid such as scenario, the author recommends that Washington adopt a new strategy to proactively counter North Korea’s nuclear threat by impeding its nuclear and missile programs, investing to stay ahead of its arsenal, and adjusting military operations on the Korean Peninsula.

For many years, North Korea's nuclear weapons program has been a concern. In 2016, North Korea conducted two tests of an atomic weapon and 20 separate tests of their intercontinental ballistic missile system, including a test in which a submarine fired an ICBM. North Korea is trying to miniaturize the size of their nuclear weapons in order to fit a nuclear warhead on an ICMB. With each test, the North Koreans learn more about how to perfect their illegal weapons, and with each test our allies in Seoul and Tokyo are reminded of just how dangerous their neighborhood has become. That's why the South Korean Government is moving ahead with the deployment of a THAAD anti-ballistic missile, a purely defensive system. This threat is not limited to Northeast Asia. The best minds working on this problem agree that North Korea is just a few years or even less from a weapon that could reach the United States. There is a critically short period of time left to stop that from happening.

Despite the volatility and unpredictability North Korea has come to symbolize in international diplomacy and security issues, it represents only half of the potential danger on the Korean peninsula. In a notable departure from its past role as guarantor of stability on the Korean peninsula, the United States has, under the stewardship of the Bush administration, come to be regarded as, at best, an obstacle to peace and security, and at worst a potential trigger for hostility. The most immediate result of this shift on the Korean peninsula has been the US failure to undertake an effective policy formulation process, which has manifested itself (on both sides of the 38th parallel) in more reactive and convulsive responses to challenges from the North Korean regime. Without such understanding there is little hope of advancing discussions or resolving North Korea's nuclear program. Fundamental to understanding North Korea's endgame is realizing that its nuclear weapons program, while menacing, is unlikely to be used offensively without major provocation; it functions as a tool of its diplomacy—missile diplomacy—to ensure survival of the regime. Working closely with South Korea, the United States must ensure that any potential resolution reached on North Korea's nuclear program does not undermine its longer-term objectives for securing broader peace and security on the Korean peninsula. Ideally, any resolution brokered over the North's nuclear weapons program will provide a synergistic effect in addressing the conventional war threat posed by North Korea on the Korean peninsula. In short, the United States must undertake constructive engagement. Steadfast unwillingness to engage with North Korea only provides more fodder for the regime to stall any action, and, as part of its endgame, makes U.S. behavior the issue. the issue, which is part of its endgame.

North Korea has posed a threat to stability in Northeast Asia for decades. Since Kim Jong-un assumed power, this threat has both increased and broadened. Since 2011, the small, isolated nation has detonated nuclear weapons multiple times, tested a wide variety of ballistic missiles, expanded naval and ground systems that threaten South Korea, and routinely employs hostile rhetoric. Another threat it poses has been less recognized: North Korea presents a potentially greater risk to American interests by exporting its weapons systems to other volatile regions worldwide.
