The often turbulent history of the Czechs and Slovaks in the 20th Century, leading from the Czechoslovak Republic to four decades of communist rule, ended with the Velvet Revolution in 1989. The independent Czech and Slovak democracies achieved EU membership in 2004. While their political histories under Austrian and Hungarian rule in 19th Century has been widely researched, their intellectual history is still largely unknown, mainly due to a lack of English translations. Preparing Liberty in Central Europe provides a collection of newly translated texts by Czech and Slovak intellectuals and political thinkers, covering the period of time from the Spring of Nations in 1848 to the Spring of Prague in 1968. The collection includes Ján Kollár’s On literary reciprocity, T.G. Masaryk’s The difficulties of Democracy and the debate about the Czech Fate between Václav Havel and Milan Kundera in 1968/9. The volume addresses students of history, philosophy, political science and Slavic Studies, interested in issues such as Slavonic national revival, Panslavism, Austroslavism, liberalism and Human Rights. Additional comments on text and author guide the reader through one hundred and thirty years of Czech and Slovak political thought. A large selected bibliography and index complement the volume.

Built on up-to-date field material, this edited volume suggests an anthropological approach to the palimpsest-like milieus of Wrocław, Lviv, Chernivtsi, and Chişinău. In these East-Central European borderline cities, the legacies of Nazism, Marxism-Leninism, and violent ethno-nationalism have been revisited in recent decades in search of profound moral reckoning and in response to the challenges posed by the (post-)transitional period. Present shapes and contents of these urban settings derive from combinations of fragmented material environments, cultural continuities and political ruptures, present-day heritage industries and collective memories about the contentious past, expressive architectural forms and less conspicuous meaning-making activities of human actors. In other words, they evolve from perpetual tensions between choices of the past and the burden of the past. A novel feature of this book is its multi-level approach to the analysis of engagements with the lost diversity in historical urban milieus full of post-war voids and ruptures. In particular, the collected studies test the possibility of combining the theoretical propositions of Memory Studies with broader conceptualizations of borderlands, cosmopolitan sociality, urban mythologies, and hybridity. This volume compares different regional perspectives on the national and democracy-building aims of individual states. It confronts discourses about national states to regional perspectives on the past as well as the current political and social landscape. Why are we observing calls for national identity right now? What are the roots of this development? How can a Central European identity be shaped when national perspectives are prevalent? The book’s first part analyses social and political processes that shaped nation-states in the Central European region and shows divergent trends of individual states when it comes to defining a regional approach of the Visegrád Group (Poland, Czech Republic, Slovakia, Hungary = V4). The second part focuses on key personalities of the 20th century history of individual V4 countries in the light of their perception in the neighbouring states and how they shaped national states as well as identities after the end of World War II. Similar aims and approaches implemented by individual countries often led to anything but raising regional understanding. The book’s third part reflects upon activities of various initiatives aiming to approach this challenge from the perspective of civil society, and Central Europe’s young generation. The collection brings together leading historians of Central Europe from the V4 countries. It also offers external perspectives on historical developments in Central Europe from the perspective of the 21st century and on political cooperation as well as its roots. Lastly, it includes practitioners of Central European cooperation from both academia and civil society, and their reflection on their countries’ political cooperation after 1989.

This study, the first of its kind in English, presents an overview of Slovak intellectual history in the 19th century, including the debates surrounding the memorandum of 1861, the political stagnation of the 1880s, characterized by an increasingly Russophile orientation, and, finally, Czechoslovakism as the way to common independence with the Czechs. The selected portraits of six intellectuals and politicians should be seen as a prism through which Slovak intellectual history appears in its various facets. The 'narodovci' (the pioneers of national awakening) tried to strengthen the Slovak nation in its attempts to secure the autonomy of its language and culture, and prevent assimilation by the Hungarians—which was a political issue. Some took part in the 1848 revolution, pursuing the goal of an autonomous Slovak district within the Habsburg Empire, while others opted for a modus vivendi with the ruling Hungarians. A third possibility was sovereignty, a common independent state with the Czechs. An introductory chapter deals with the political problem of assimilation and group rights in 19th-century Slovakia. The analytical chapters focus on the intellectual discourse of the time, specifically on the influence of Western political ideas such as liberalism, constitutionalism, cultural rights, and nationalism. A further focus is on Slavic political ideas, such as the Slavic Renaissance, Slavic mutuality, and Panslavism. The volume is addressed to students of history, politics, and political theory and offers a unique insight into the political past of a young EU state whose recent language laws have drawn repeated international criticism. The author hopes that her analysis will help improve understanding of current Slovak politics.

More than 20 years have passed since the introduction of the Universal Character Set. However, legacy applications still sometimes cannot even render German umlauts correctly. Part of this problem is a hidden political agenda: Consciously or unconsciously, patterns of the Cold War are continued in the interaction between Western and Eastern European languages. This book examines the current use of diacritical marks in Western Europe, such as the use of names from Slavic languages in electronic data processing systems. The role of the media as multiplier receives particular attention, with most error examples taken from actual media coverage.Considering international, EU, and national law and referring to ground-breaking court decisions, Kappenberg answers the question: 'Is there a right to diacritical marks in people's names?' This is followed by a description of current practice in several European countries.Finally, Setting Signs for Europe answers the question how in the framework of the EU's multilingualism policy effective approaches can be created to raise awareness among software vendors, the media, government agencies, and individuals regarding the correct handling of diacritics. Kappenberg also assesses the use of diacritics as a style element and offers an improved input method for diacritics.
