Political elites in liberal democracies are showing heightened concern about threats to national security from the overseas political activities of the People’s Republic of China (PRC) and its supporters. This Whitehall Paper argues that an effective liberal democratic policy response requires careful disaggregation of distinct sets of risks: to national security; civil liberties; and academic freedom. Although widely cited as a model to follow, Australia’s response to these issues illustrates how aggregation of these diverse risks into a singular national security threat – commonly labelled ‘Chinese influence’ – can produce alarmist public policy discourse, legislative overreach and mismatched institutional responsibilities. The Paper suggests a set of measures for liberal democracies to manage their engagement with China’s powerful and increasingly authoritarian party-state.

China's Futures cuts through the sometimes confounding and unfounded speculation of international pundits and commentators to provide readers with an important yet overlooked set of complex views concerning China's future: views originating within China itself. Daniel Lynch seeks to answer the simple but rarely asked question: how do China's own leaders and other elite figures assess their country's future? Many Western social scientists, business leaders, journalists, technocrats, analysts, and policymakers convey confident predictions about the future of China's rise. Every day, the business, political, and even entertainment news is filled with stories and commentary not only on what is happening in China now, but also what Western experts confidently think will happen in the future. Typically missing from these accounts is how people of power and influence in China itself imagine their country's developmental course. Yet the assessments of elites in a still super-authoritarian country like China should make a critical difference in what the national trajectory eventually becomes. In China's Futures, Lynch traces the varying possible national trajectories based on how China's own specialists are evaluating their country's current course, and his book is the first to assess the strengths and weaknesses of "predictioneering" in Western social science as applied to China. It does so by examining Chinese debates in five critical issue-areas concerning China's trajectory: the economy, domestic political processes and institutions, communication and the Internet (arrival of the "network society"), foreign policy strategy, and international soft-power (cultural) competition.

Defections from the People’s Republic of China (PRC) were an important part of the narrative of the Republic of China (ROC) in Taiwan during the Cold War, but their stories have previously barely been told, less still examined, in English. During the 1960s, 70s and 80s, the ROC government paid much special attention to these anti-communist heroes (fangong yishi). Their choices to leave behind the turmoil of the PRC were a propaganda coup for the Nationalist one-party state in Taiwan, proving the superiority of the "Free China" that they had created there. Morris looks at the stories behind these headlines, what the defectors understood about the ROC before they arrived, and how they dealt with the reality of their post-defection lives in Taiwan. He also looks at how these dramatic individual histories of migration were understood to prove essential differences between the two regimes, while at the same time showing important continuities between the two Chinese states. A valuable resource for students and scholars of 20th century China and Taiwan, and of the Cold War and its impact in Asia.

This book argues that there is a new, Sinological form of orientalism at work in the world. It has shifted from a logic of ‘essential difference’ to one of ‘sameness’ or general equivalence. "China" is now in a halting but inevitable process of becoming-the-same as the USA and the West. Orientalism is now closer to the cultural logic of capitalism, even as it shows the afterlives of colonial discourse. This shift reflects our era of increasing globalization; the migration of orientalism to area studies and the pax Americana; the liberal triumph at the "end" of history and the demonization of Maoism; an ever closer Sino-West relationship; and the overlapping of anti-communist and colonial discourses. To make the case for this re-constitution of orientalism, this work offers an inter-disciplinary analysis of the China field broadly defined. Vukovich takes on specialist work on the politics, governance, and history of the Mao and reform eras, from the Great Leap Forward to Tiananmen, 1989; the Western study of Chinese film; recent work in critical theory which turns on ‘the China-reference"; and other global texts about or from China. Through extensive analysis, the production of Sinological knowledge is shown to be of a piece with Western global intellectual political culture. This work will be of great interest to scholars of Asian, postcolonial and cultural studies.

Asia’s remarkable economic performance and transformation since the 1960s has shifted the center of global economic activity toward Asia, in particular toward the Association of Southeast Asian Nations (ASEAN) economies, the People’s Republic of China, and India (collectively known as ACI). While these dynamic developing economies do not form any specific institutional group, they constitute very large economies and markets. These emerging Asian giants share common boundaries, opportunities, and challenges. Their trade, investment, production, and infrastructure already are significantly integrated and will become more so in the coming decades. This book focuses on the prospects and challenges for growth and transformation of the region’s major and rapidly growing emerging economies to 2030. It examines the drivers of growth and development in the ACI economies and the factors that will affect the quality of development. It also explores the links among the ACI economies and how their links may shape regional and global competition and cooperation.
