Since we learn by doing, we shall never become good citizens simply by studying civic relations and problems, that is, if we do no more than prepare ourselves for future duties and responsibilities. If citizenship were chiefly a matter of voting and of governmental activities, the schools would necessarily limit themselves to preparation for adult citizenship. But citizenship is far more than that. A person is a citizen because he is a member of a nation; but the nation is only the greatest and most important of a large number of civic groups of which all of us are members. A few of these groups, such as the state and municipality, are chiefly political; some of them, such as business organizations, are predominantly eco nomic; but for boys or girls real membership is limited chiefly to two social groups, the home and the school.
