Creating Military Power examines how societies, cultures, political structures, and the global environment affect countries' military organizations. Unlike most analyses of countries' military power, which focus on material and basic resources—such as the size of populations, technological and industrial base, and GNP—this volume takes a more expansive view. The study's overarching argument is that states' global environments and the particularities of their cultures, social structures, and political institutions often affect how they organize and prepare for war, and ultimately impact their effectiveness in battle. The creation of military power is only partially dependent on states' basic material and human assets. Wealth, technology, and human capital certainly matter for a country's ability to create military power, but equally important are the ways a state uses those resources, and this often depends on the political and social environment in which military activity takes place.

In war, do mass and materiel matter most? Will states with the largest, best equipped, information-technology-rich militaries invariably win? The prevailing answer today among both scholars and policymakers is yes. But this is to overlook force employment, or the doctrine and tactics by which materiel is actually used. In a landmark reconception of battle and war, this book provides a systematic account of how force employment interacts with materiel to produce real combat outcomes. Stephen Biddle argues that force employment is central to modern war, becoming increasingly important since 1900 as the key to surviving ever more lethal weaponry. Technological change produces opposite effects depending on how forces are employed; to focus only on materiel is thus to risk major error--with serious consequences for both policy and scholarship. In clear, fluent prose, Biddle provides a systematic account of force employment's role and shows how this account holds up under rigorous, multimethod testing. The results challenge a wide variety of standard views, from current expectations for a revolution in military affairs to mainstream scholarship in international relations and orthodox interpretations of modern military history. Powering the Armed Forces offers a perspective on the impressive work now under way in the US military forces to address energy challenges and ultimately achieve energy security. In this magnificent synthesis of military, technological, and social history, William H. McNeill explores a whole millennium of human upheaval and traces the path by which we have arrived at the frightening dilemmas that now confront us. McNeill moves with equal mastery from the crossbow—banned by the Church in 1139 as too lethal for Christians to use against one another—to the nuclear missile, from the sociological consequences of drill in the seventeenth century to the emergence of the military-industrial complex in the twentieth. His central argument is that a commercial transformation of world society in the eleventh century caused military activity to respond increasingly to market forces as well as to the commands of rulers. Only in our own time, suggests McNeill, are command economies replacing the market control of large-scale human effort. The Pursuit of Power does not solve the problems of the present, but its discoveries, hypotheses, and sheer breadth of learning do offer a perspective on our current fears and, as McNeill hopes, "a ground for wiser action."

At the end of the first decade of the 21st century, the United States is involved in two ongoing wars, faces a significant international terrorist threat, and is witnessing an escalation of international resistance to its leadership of the global world order. Looking out to 2025, many see the potential for a prolonged period of instability as a result of competing economic models, demographics, the rise of new international actors and the resurgence old ones, climate change, and the scarcity of resources. At the request of the Deputy Assistant Secretary of the Army for Research and Technology, Powering the U.S. Army of the Future examines the U.S. Army's future power requirements for sustaining a multi-domain operational conflict and considers to what extent emerging power generation and transmission technologies can achieve the Army's operational power requirements in 2035. The study was based on one operational usage case identified by the Army as part of its ongoing efforts in multi-domain operations. The recommendations contained in this report are meant to help inform the Army's investment priorities in technologies to help ensure that the power requirements of the Army's future capability needs are achieved.
