This book analyses and discusses the multiple dimensions of social exclusion/inclusion seen in South Asia. It not only captures how ‘social exclusion’ is intrinsic to deprivation or deprivation in itself, but also the processes of political engagement and social interactions that the socially excluded develop as strategies and networks for their advancement. Consequently, the book goes beyond structures or agency, and examines the question of a more dynamic approach to provide spaces for the ‘socially excluded’ to self-manage exclusion, thereby raising discussions around the contested positions that underlie development discourse on social inequality. While social exclusion linked to identities is studied, the book argues that hierarchies and inequalities based on social identities cut across and affect various groups of excluded. Consequently, these phenomena create or lead to various processes of exclusion. The book illustrates that social exclusion should not be limited to privileging the differences that characterize the exclusionary processes, but should also comprise underpinning strategies of ‘inclusion’, emphasizing the need to focus on imperatives ‘to include’. As a result, the book acknowledges that social exclusion is not limited to analyzing the different identities that face exclusion, but also understanding the systems and processes that create social exclusion, or create opportunities for inclusion of the excluded.The book addresses readership across academic disciplines (including in the growing field of state capacity and governance), and practitioners (administrators and policy-making communities). Conclusively, the book, provides a platform to intensively exchange the multifaceted and critical issue of social exclusion/inclusion, and thus contributes to inclusive sustainable development discourse.

Despite India’s record of rapid economic growth and poverty reduction over recent decades, rising inequality in the country has been a subject of concern among policy makers, academics, and activists alike. Poverty and Social Exclusion in India focuses on social exclusion, which has its roots in India’s historical divisions along lines of caste, tribe, and the excluded sex, that is, women. These inequalities are more structural in nature and have kept entire groups trapped, unable to take advantage of opportunities that economic growth offers. Culturally rooted systems perpetuate inequality, and, rather than a culture of poverty that afflicts disadvantaged groups, it is, in fact, these inequality traps that prevent these groups from breaking out. Combining rigorous quantitative research with a discussion of these underlying processes, this book finds that exclusion can be explained by inequality in opportunities, inequality in access to markets, and inequality in voice and agency. This report will be of interest to policy makers, development practitioners, social scientists, and academics working to foster equality in India.

The early years of 1990s economic reform and change has neglected social sectors both in India and Central Asia. As a result, poverty has also increased in India and Central Asian countries. The economic, political, and social situation has worsened in all Central Asian states due to transition from command economy to market economy. The early 1990s political decision has been dominated by a narrowly conceived version of economic policy for both India and Central Asia. As a result, the quality and the structure of social protection changed in a negative way. Indeed, in some cases, the pursuit of a strict economic orthodoxy has left various sections of the community marginalized and alienated. Both the societies confront a number of challenges that is as profound as the economic changes of the past. The process of globalization and technical change has influenced economy and society in complex ways, including raising expectations of consumption and remuneration for skilled knowledge workers, creating greater demand for some information skills and services, causing unemployment amongst those with few qualifications, and destabilizing some traditional ways of life and increasing social exclusion. It detaches groups and individuals from social relations and institutions and prevents them from full participation in the normal activities of the society. In India and Central Asia, communities face social exclusion on the basis of their identity as ethnic groups, socio-economic groups, religious community, and gender. Inclusive development, therefore, is essential, and it should be the top priority in development programs of India and Central Asia. Research in this area has not been touched upon so far. Since Central Asian countries are relatively new and trying to establish their democratic institutions, this piece of work will be helpful for their nation-building processes. So far as the mutual benefit for both the regions is concerned, India is an old democracy, and its inclusive policy can be lessons for Central Asian countries. On the other hand, the experience of Central Asias policy implementation can be a lesson for India. This piece of work has potential impulses to policy makers, academicians, and researchers of these five Central Asian countries and India. This work can make a distinction than the conventional researcher in India by focusing on development studies, social exclusion, inclusive policies, and comparative studies in international developments. Presents the proceedings of an informal workshop on poverty reduction in South Asia sponsored by the South Asian Association for Regional Cooperation (SAARC) and the World Bank. This workshop on poverty reduction in South Asia brought together participants from a wide range of related fields. They identified several areas of consensus, clarified issues for further research, analysis, and discussion, and suggested possible future steps. Although much has been done to alleviate poverty, the pace remains slow, leading donor agencies to look for new approaches. Much success has been achieved in community-based and participatory programs, some of which incorporate insight from programs launched by nongovernmental organizations (NGOs). The Aga Khan Rural Support Program currently serves as a respected model. The participatory components are already included in a number of World Bank-financed programs while the Bank considers their incorporation even further. This is in line with the consensus that emerged from the workshop--that community-based participatory programs in South Asia hold great promise and provide a firm basis for pursuing such strategies through research, evaluation, and operational experimentation.

Across South Asia in the last two decades, there has been widespread emphasis on governance reforms aiming to reduce poverty through Millennium Development Goals (MDGs). The recent development agenda has had great impact over the region , and this book finds that it largely widens the gap between the rich and poor, which combined with rising inflation, contributes to political instability. The book analyses the discourses of development agenda and governance crisis and provides a survey of the region by not only focusing on India, Pakistan and Bangladesh but also on the smaller countries in the region, such as Bhutan. Explaining three components of the development agenda as criteria for economic development – poverty reduction, governance reforms and civil society participation through liberal democracy – this book explores the consequences of the neo-liberal democracy and recent development agenda coupled with governance reforms. This work argues that the political economy of South Asia is largely derived from experiences of historical colonialism and recent changes driven by contemporary rise of India as a global power after the triumph of new-liberal democracy and market capitalism in the post-cold war era. It proposes a strengthening of the instruments of endogenous governance and people's participation in South Asian countries to reduce poverty through MDGs and other development goals in combination with top-down and bottom up approaches. Offering an understanding of governance and development in the context of the South Asia, this book will be of interest to academics in the fields of Political Economics, International Development Studies, Political Science, and Governance Studies, as well as policy makers.
