This open access book explores how contemporary integration policies and practices are not just about migrants and minority groups becoming part of society but often also reflect deliberate attempts to undermine their inclusion or participation. This affects individual lives as well as social cohesion. The book highlights the variety of ways in which integration and disintegration are related to, and often depend on each other. By analysing how (dis)integration works within a wide range of legal and institutional settings, this book contributes to the literature on integration by considering (dis)integration as a highly stratified process. Through featuring a fertile combination of comparative policy analyses and ethnographic research based on original material from six European and two non-European countries, this book will be a great resource for students, academics and policy makers in migration and integration studies. This book develops a theoretical and empirical argument about the disintegration of security communities, and the subsequent breakdown of stable peace among nations, through a process of norm degeneration. It draws together two key bodies of contemporary IR literature – norms and security communities – and brings their combined insights to bear on the empirical phenomenon of disintegration. The investigation of normative change in IR is becoming increasingly popular. Most studies, however, focus on its progressive connotation. The possibility of a weakening or even disappearance of an established peaceful normative order, by contrast, tends to be often either neglected or implicitly assumed. The Suspension of Seriousness engages the Mexican philosopher Jorge Portilla (1919–1963), taking note of Portilla's philosophical methodology, insights, and contributions to our understanding of value, being, and subjectivity. Portilla lived a short, troubled life and never held a teaching appointment, but his works, though few in number, were nevertheless philosophically penetrating. He is a legendary character in the Mexican popular imagination of the 1940s and '50s, but little has been written about him or his philosophy. His posthumously published Fenomenología del relajo is a phenomenological analysis of what Portilla calls "relajo" or the state we assume when we do not want to do what is seriously being asked of us—what is demanded of us. It is, Portilla says, "the suspension of seriousness." Carlos Alberto Sánchez uses Portilla's Fenomenología del relajo as a point of departure to consider the dangers both of our uncritical adherence to values as well as our urge to reject values altogether. He argues that Portilla provides a framework in which to situate the modern condition, ourselves, and our future. The first authorized English translation of Portilla's Fenomenología del relajo is included.
