Politics, work, and daily life in the USSR is designed to illustrate how the Soviet social system really works and how the Soviet people cope with it. This study is based on the first comprehensive survey of life in the USSR since the Harvard Project over thiry-three years ago. The essays contained analyze the variations in attitude and behaviour reflected in the findings of the Soviet Interview Project, a five-year investigation of contemporary daily life in the USSR. The survey involved interviewing thousands of recent emigrants from the USSR to the United States as a means of learning about their former day-to-day lives. Some aspects of this survey dealt with areas the Soviets themselves had never investigated, so the data were not, and indeed still are not, available even in unpublished Soviet sources. There are many reasons why it is important to study local politics -- political culture, government, political process -- in Communist party states. As in all politics, local politics in Communist party states are the political articulation of the local community. This is the political arena where policies concerning local issues are formulated by the officials. This is where the officials are approached by citizens with their particular demands. This is where citizens articulate their preferences, aspirations, and values through political participation. And this is where officials, both elected and appointed, are recruited. He explores the strategies of power consolidation and coalition building used by Soviet chief executives since 1964 as well as the institutional links and policy outcomes that have resulted from network politics. The author also assesses the manner and extent to which leaders in politically stable and less stable settings, spanning different national cultural contexts, have relied upon patronage networks to consolidate power and to govern. Finally, Professor Willerton explores how, in a period of dramatic change, patron-client networks may have given way to institutionalised interest groups and political parties.

States like Russia and Ukraine may not have gone back to totalitarianism or the traditional authoritarian formula of stuffing the ballot box, cowing the population and imprisoning the opposition - or not obviously. But a whole industry of 'political technology' has developed instead, with shadowy private firms and government 'fixers' on lucrative contracts dedicated to the black arts of organizing electoral success. This book uncovers the sophisticated techniques of the 'virtual' political system used to legitimize post-Soviet regimes; entire fake parties, phantom political rivals and 'scarecrow' opponents. And it exposes the paramount role of the mass media in projecting these creations and in falsifying the entire political process. Wilson argues that it is not primarily economic problems that have made it so difficult to develop meaningful democracy in the former Soviet world. Although the West also has its 'spin doctors', dirty tricks, and aggressive ad campaigns, it is the unique post-Bolshevik culture of 'political technology' that is the main obstacle to better governance in the region, to real popular participation in public affairs, and to the modernization of the political economy in the longer term.
