This publication examines issues of water sector reform and performance from the perspectives of institutional economics and political economic studies. The authors develop an alternative quantitative assessment methodology based on the principle of 'institutional ecology', as well as data collected from 127 water experts from 43 countries and regions around the world using a cross-country review of recent water sector reforms within an institutional transaction cost framework.

Lately our world has witnessed massive changes and reforms in various sectors in many countries, developing and developed alike. Institutional and pricing reforms in the water sector are also part of that recent trend. They are led by the recognition of a need to respond to increased scarcity and deteriorated quality. Is the water sector different than other sectors, as some claim? Should reforms in the water sector be designed and implemented differently than reforms of a similar type, in other sectors? The Political Economy of Water Pricing Reforms answers these questions by providing various analytical frameworks that allow comparison across various conditions, and by actually comparing reform processes under various conditions in different countries. This book demonstrates the common threads that characterize pricing reforms in the water sector by analyzing various aspects of the reforms in the irrigation and urban subsectors of 10 countries. Cases from Morocco, Senegal, Honduras, Belgium, Australia, Brazil, Mexico, Pakistan, Yemen, and the United States illustrate the difficulties of designing and implementing "optimal" pricing reforms and explain how reform outcomes fall short of the original objective. This volume presents eight good practice examples of problem-driven political economy analysis conducted at the World Bank, and reflect what the Bank has so far been able to achieve in mainstreaming this approach into its operations and policy dialogue.

Political economy analysis facilitates understanding on how incentives, institutions, and ideas shape political action and development outcomes in ADB’s developing member countries (DMCs). These factors can inform assessments of feasibility of policy reform and institutional change, the contribution that ADB and other development partners can realistically make, and the risks involved. A political economy analysis can, therefore, strengthen the design of more effective support, leading to better development results. While important for all DMCs, political economy considerations especially matter in DMCs with fragile and conflict-affected situations. This guidance note develops a definition and parameters for political economy analysis to ensure consistency; and to guide country, sector, and project teams in analysis. It provides ADB staff with guidance on how political economy analysis can be used to inform the design and implementation of ADB operations for more feasible and sustainable development outcomes.

Poverty and Social Impact Analysis (PSIA) is an approach used increasingly by governments, civil society organizations, the World Bank, and other development partners to examine the distributional impacts of policy reforms on the well-being of different stakeholders groups, particularly the poor and vulnerable. PSIA has an important role in the elaboration and implementation of poverty reduction strategies in developing countries because it promotes evidence-based policy choices and fosters debate on policy reform options. 'Poverty and Social Impact Analysis of Reforms' presents a collection of case studies that illustrate the spectrum of sectors and policy reforms to which PSIA can be applied; it also elaborates on the broad range of analytical tools and techniques that can be used for PSIA. The case studies provide examples of the impact that PSIA can have on the design of policy reforms and draw operational lessons for PSIA implementation. The case studies deal largely with policy reforms in a single sector, such as agriculture (crop marketing boards in Malawi and Tanzania and cotton privatization in Tajikistan); energy (mining sector in Romania and oil subsidies in Ghana); utilities (power sector reform in Ghana, Rwanda, and transition economies, and water sector reform in Albania); social sectors (education reform in Mozambique and social welfare reform in Sri Lanka); taxation reform (Nicaragua); as well as macroeconomic modeling (Burkina Faso).

According to recent estimates, around 6,000 people – mostly children under five – die every day from diseases caused by inappropriate water and sanitation (WS) services. Much of the academic and political debate surrounding this issue has focused on private sector participation. By shifting the attention towards the influence of governance, Krause examines the political and sectoral institutions that are essential for the provision of WS services. Utilizing data from sixty-nine developing countries, Matthias Krause demonstrates that the level of democracy has a statistically significant positive impact on access to WS services and that low-quality governance of sub-national governments compromises the internal efficiency of providers and the widespread access to services. This book makes a critical contribution to the water and sanitation research and will help academics and policy-makers to rethink the way in which they deal with water issues.
