This note focuses on the implications of COVID-19 on rural development and the policy responses that OECD member countries are adopting. It first discusses the economic effects on rural regions followed by an identification of opportunities and associated challenges. The note then summarises how governments are responding to the crisis and identifies how governments can prepare to leverage opportunities. The note will be subsequently revised with further inputs provided by countries.

The impacts of the COVID-19 pandemic and government policies to limit its spread are multi-faceted and complex. Market linkages transmit these impacts through economies, from directly affected actors to others in both the urban and rural spheres. Economic contexts, including the structure of local economies, shape the transmission of impacts on rural men and women. Because of this, the pandemic, lockdowns, and mitigation policies influence outcomes in complex ways. In most cases, the magnitudes and even the signs of impacts cannot be determined ex ante. In this study, we use multiple local economy-wide impact evaluation (LEWIE) models to estimate the impacts of the pandemic and lockdowns on rural producers and households in a diversity of economic and agro-climatic settings, using simulation methods. We also examine the likely effects of alternative migitation measures.

This book is a novel contribution to academic discourses on the coronavirus (COVID-19) crisis and how it has impacted societies globally. It proffers an overview on the social development and political measures, from both the Global North and Global South, to prevent COVID-19's spread. It illuminates major social, political and economic challenges that already existed in different contexts and which are also currently being amplified by COVID-19. Curiously, this global pandemic has opened spaces for different actors, across the globe, to begin to fundamentally question and challenge the hegemony of the Global North, which sometimes is evident in social work. Linked to the foregoing and while reflecting beyond the pandemic and into the future, the book proposes that social work must become more political at all levels, and strive to transform societies, global social development efforts, and economic and health systems. This contributed volume of 38 chapters discusses and analyses ethical, social, sociological, social work and social development issues that complement and enrich available literature in the socio-political, economics, public health, medical ethics and political science. It provides various case studies which should enable readers to gain insights into how countries have responded to the pandemic and learn how COVID-19 negatively impacted countries in different parts of the world. This book also provides a platform for the articulation of neglected and marginalized voices, such as those of indigenous populations, the poor, or oppressed. In this paper we focus specifically on differences in the welfare impacts of COVID-19 on rural livelihoods between countries using nationally representative data that we disaggregate by food system typology. This typology captures key structural differences in the organization of rural economies and the vulnerabilities to rural livelihoods due to the COVID-19 pandemic and associated lockdown measures. In particular, we draw on household survey data collected from 54 countries through the World Bank’s COVID-19 High Frequency Monitoring Dashboard to generate descriptive data on COVID-19 impacts in rural areas across three dimensions: income, coping strategies and food security. These descriptive data are disaggregated into four food system categories and contextualized and validated through a systematic review of rigorous, survey-based studies of COVID-19 impacts in rural areas. Through this analysis, the report provides insights on how COVID-19 is influencing rural livelihoods, how its impacts vary between countries and food system typologies, and, ultimately, how policymakers and the international community need to respond in order to foster an inclusive and sustainable recovery.

This book explores the impact of Covid-19, and the associated state lockdown, on rural lives in a former homeland in South Africa. The 2020 Disaster Management Act saw the state sweep through rural areas, targeting funerals and other customary practices as potential ‘super-spreader’ events. This unprecedented clampdown produced widespread disruption, fear and anxiety. The authors build on path-breaking work concerning local responses to West Africa’s Ebola epidemic, and examine the HIV/AIDS pandemic, to understand the impact of the Covid crisis on these communities, and on rural Africa more broadly. To shed light on the role of custom and ritual in rural social change during the pandemic, Covid and Custom in Rural South Africa applies long-term historical and ethnographic research; theories of people’s science, local knowledge and the human economy; and fieldwork conducted in ten rural South African communities during lockdown. The volume highlights differences between developments in Southern Africa and elsewhere on the continent, while exploring how the former apartheid homelands–commonly, yet problematically, represented as former ‘labour reserves’–have since been reconstituted as new home-spaces. In short, it explains why rural people have been so angered by the state’s assault on their cultural practices and institutions in the time of Covid.

Two years after the onset of the COVID-19 pandemic, the health, economic, and social disruptions caused by this global crisis continue to evolve. The impacts of the pandemic are likely to endure for years to come, with poor, marginalized, and vulnerable groups the most affected. In COVID-19 & Global Food Security: Two Years Later, the editors bring together contributions from new IFPRI research, blogs, and the CGIAR COVID-19 Hub to examine the pandemic’s effects on poverty, food security, nutrition, and health around the world. This volume presents key lessons learned on food security and food system resilience in 2020 and 2021 and assesses the effectiveness of policy responses to the crisis. Looking forward, the authors consider how the pandemic experience can inform both recovery and longer-term efforts to build more resilient food systems.
