National Science Foundation (NSF) is a unique federal agency because it supports scientific research financially, but does not engage in scientific work itself. Its history is known only in part because the NSF is a vibrant, expanding, and living entity that makes the final telling of its story impossible. Much can be learned from its beginning as well as its component parts. If the founding of the NSF in 1950 was couched in an era of physics, especially atomic physics, certainly by the end of the 20th century and the beginning of the 21st, biology was, and remains, the queen of sciences for the predictable future. Now more than ever, biology has the potential to contribute practical solutions to many of the major challenges confronting the United States and the world. A New Biology for the 21st Century recommends that a "New Biology" approach-one that depends on greater integration within biology, and closer collaboration with physical, computational, and earth scientists, mathematicians and engineers-be used to find solutions to four key societal needs: sustainable food production, ecosystem restoration, optimized biofuel production, and improvement in human health. The approach calls for a coordinated effort to leverage resources across the federal, private, and academic sectors to help meet challenges and improve the return on life science research in general.

This book brings to light trends in the support of life scientists beginning their professional careers. In 1985, 3,040 scientists under the age of 36 applied for individual investigator (R01) grants from the National Institutes of Health, and 1,002 received awards, for a "success rate" of 33%. In 1993, 1,389 scientists under the age of 36 applied for R01 grants and 302 received awards, for a success rate of 21.7%. Even when R23/R29 grant awards (both intended for new investigators) are added to the R01 awards, the number of R01 plus R23 awards made in 1985 was 1,308, and in 1993, the number of R01 plus R29 was 527. These recent trends in the funding of young biomedical research scientists, and the fact that young nonbiomedical scientists historically have had a smaller base of support to draw upon when beginning their careers, raises serious questions about the future of life science research. It is the purpose of this volume to present data about the trends and examine their implications.
