This handbook describes operational design and its interaction with joint operation planning. It is based partly on joint doctrine contained in JP 5-0 , Joint Operation Planning, and JP 2-01.3, Joint Intelligence Preparation of the Operational Environment, but it provides more details on operational design than currently exist in these publications. The handbook also highlights “best practices” derived from Service, joint, and multinational operations and joint exercises. In particular, this handbook increases the depth of discussion on operational design by incorporating new design-related ideas developed and refined in Service and joint academic institutions during the past three years. This handbook has two primary purposes. The first is to provide useful details to commanders and planners on joint operational design and its interaction with the joint operation planning process. The second is to stimulate thinking about the best ways to incorporate new, design-related ideas into emerging joint doctrine, training, and education. This handbook provides a platform the joint community can use to examine and debate design issues and establish a common frame of reference for collaboration on assimilating value-added ideas. This handbook focuses on operational design and related aspects of joint operation planning within strategic and operational-level context. The handbook is relevant to joint force commanders (JFC), joint force Service and functional component commanders, and their respective staffs. However, the staff is the intended target audience, especially those involved in planning joint operations.

When a large military presence may be inappropriate or counterproductive, Colonel Brian Petit makes the case for fresh thinking on Phase Zero operational art as applied by small, highly skilled, joint-force teams coupled with interagency partners. The past decade (2002-2012) of operations focused on large-scale, post-conflict counterinsurgency. Container Terminals (CT) operate as central nodes in worldwide hub-and-spoke networks and link ocean-going vessels with smaller feeder vessels as well as with inbound and outbound hinterland transportation systems using road, rail, or inland waterways. The volume of transcontinental container flows has gained appreciably over the last five decades -- throughput figures of CT reached new records, frequently with double-digit annual growth rates. Stimulated by throughput requirements and stronger competition between terminals settled in the same region or serving a similar hinterland, respectively, cost efficiency and throughput capabilities become more and more important. Nowadays, both terminal capacity and costs have to be regarded as key indicators for CT competitiveness. In respect of this steady growth, this handbook focuses on planning activities being aimed at “order of magnitude improvements” in terminal performance and economic viability. On the one hand the book is intended to provide readership with technological and organizational CT basics for strategic planning. On the other hand this book offers methodical assistance for fundamental dimensioning of CT in terms of 'technique', 'organization' or 'man'. The former primarily considers comprehensive information about container handling technologies representing the state of the art for present terminal operations, while the latter refers to methodological support comprising in particular quantitative solutions and modeling techniques for strategic terminal decisions as well as straightforward design guidelines.
