This book investigates institutional dimensions of urban water supply in India, with a specific focus on institutional capabilities to provide drinking water to urban households in an efficient, equitable and sustainable manner. This book has been developed through empirical research within the context of growing urbanisation and increasing water needs of Indian cities, and the wider developmental goal of achieving universal and equitable access to safe and affordable water for all – as envisaged in goal 6 of the SDGs. This study revolves around three important aspects of urban water supply and governance. Firstly, it attempts to understand household water service delivery scenarios in urban India, drawing from case studies based on our household survey in four cities – Ahmedabad, Bangalore, Kochi and Hyderabad. Secondly, it examines the question of existing socio-economic inequality and access to water in an urban context in India. While dealing with the issue of inequality and access to water, it attempts to explore the question of whether access to water and water scarcity is socially neutral; whilst also analysing the mechanisms employed by the urban poor to manage their daily water needs. Thirdly, this book explores the role of institutions for efficient and effective delivery of water in urban India. The institutional analysis from a comparative perspective provides important insights to guide current reforms in domestic water supply in India, especially in a neo-liberal context. The book is a valuable resource for academicians, policy makers and practitioners involved in water governance in general and domestic (drinking) water supply in particular. Besides, it is of great interest to those working in the area of urban development, urban planning and household water management. The book is an outcome of a collaborative research project by the authors sponsored jointly by University Grants Commission (UGC), New Delhi and UK-India Education and Research Initiative (UKIERI).

When it comes to water, we flush and forget. We use, abuse and almost never recycle. Water sector in India, since the 1990s, has seen some new ideas formalised legally and institutionally, while others are still emerging and evolving. Performance benchmarking is a powerful tool to make service providers more accountable, and to measure progress while improving performance. This review examines the introduction of performance benchmarking in over 30 urban water utilities across Bangladesh, India, and Pakistan since 2003, with the support of their respective governments and the Water and Sanitation Program - South Asia. It focuses on the process of building systems for performance measurement, monitoring and analysis, and institutionalizing benchmarking as an integral part of operational practice in utilities and government, to support broader sector reforms. The findings reveal that most utilities are performing poorly, and just how dire the state of service provision really is across the towns and cities of South Asia: 1) no water utility in Bangladesh, India or Pakistan provides its customers with continuous water; the average is five hours a day; 2) water utilities do not serve at least a third of urban residents; 3) high nonrevenue water-frequently estimated above 40 percent-means a large volume of water is being lost through leaks, instead of being available to improve and extend supply; billions are lost each year through unbilled consumption and revenue mismanagement. Citizens are carrying these costs, and receiving very poor services in return; and 4) operating expenditure far exceeds income in many utilities, and tariffs bear no relation to costs. Most utilities rely on subsidies and ad hoc grants from government.

The IWA Performance Indicator System for water services is now recognized as a worldwide reference. Since it first appearance in 2000, the system has been widely quoted, adapted and used in a large number of projects both for internal performance assessment and metric benchmarking. Water professionals have benefited from a coherent and flexible system, with precise and detailed definitions that in many cases have become a standard. The system has proven to be adaptable and it has been used in very different contexts for diverse purposes. The third edition of Performance Indicators for Water Supply Services represents a further improvement of the original manual.
