This book addresses the process and actions for developing enhanced capabilities to analyze energy policy issues and perform strategic planning activities at the U.S. Department of Energy (DOE) on an ongoing basis. Within the broader context of useful analytical and modeling capabilities within and outside the DOE, this volume examines the requirements that a National Energy Modeling System (NEMS) should fulfill, presents an overall architecture for a NEMS, identifies data needs, and outlines priority actions for timely implementation of the system.

The Handbook of Natural Resource and Energy Economics examines the current theory and sample current application methods for natural resource and energy economics. This third volume deals primarily with non-renewable resources. It analyzes the economics of energy and minerals, and includes chapters on the economics of environmental policy. The Handbook provides a source, reference and teaching supplement for use by professional researchers and advanced graduate students. The surveys summarize not only received results but also newer developments from recent journal articles and discussion papers.

Many of the frontiers of environmental economics research are at the interface of large-scale and long-term environmental change with national and global economic systems. This is also where some of the most of challenging environmental policy issues occur. Volume 3 of the Handbook of Environmental Economics provides a synthesis of the latest theory on economywide and international environmental issues and a critical review of models for analyzing those issues. It begins with chapters on the fundamental relationships that connect environmental resources to economic growth and long-run social welfare. The following chapters consider how environmental policy differs in a general-equiIibrium setting from a partial-equilibrium setting and in a distorted economy from a perfect economy. The volume closes with chapters on environmental issues that cross or transcend national borders, such as trade and the environment, biodiversity conservation, acid rain, ozone depletion, and global climate change. The volume provides a useful reference for not only natural resource and environmental economists but also international economists, development economists, and macroeconomists.

This volume contains papers presented at a conference in May 1988 in Washington, D.C., commemorating the fiftieth anniversary of the founding of the Conference on Research in Income and Wealth (CRIW). The call for papers emphasized assessments of broad topics in economic measurement, both conceptual and pragmatic. The organizers desired (and succeeded in obtaining) a mix of papers that, first, illustrate the range of measurement issues that economics as a science must confront and, second, mark major milestones of CRIW accomplishment. The papers concern prices and output (Griliches, Pieper, Triplett) and also the major productive inputs, capital (Hulten) and labor (Hamermesh). Measures of saving, the source of capital accumulation, are covered in one paper (Boskin); measuring productivity, the source of much of the growth in per capita income, is reviewed in another (Jorgenson). The use of economic data in economic policy analysis and in regulation are illustrated in a review of measures of tax burden (Atrostic and Nunns) and in an analysis of the data needed for environmental regulation (Russell and Smith); the adequacy of data for policy analysis is evaluated in a roundtable discussion (chapter 12) involving four distinguished policy analysts with extensive government experience in Washington and Ottawa.
