The objective of this remedial investigation (RI) is to evaluate, as part of the first operable unit for site remediation, the nature and extent of contamination as it relates to the existing public water supply wells operated by the South Adams County Water and Sanitation District. A public health endangerment assessment was conducted to identify compounds which could pose a significant health threat. These investigations have identified ground water as the major migration pathway. The six volatile organic chemicals of primary concern are 11DCE,11DCLE, T12DCE, 111TCE, TRCLE, and TCLEE. A comprehensive investigation analysis was conducted to (1) characterize the hydrogeologic system and (2) quantify the ground water flow and containment transport processes. A three dimensional ground water flow and containment transfer model was developed and calibrated on a preliminary basis to aid in projection of future TRCLE concentrations. This first operable unit RI report is not in intended to address the identity of contributing sources or their relative contributions to the contamination.

The purpose of the Water Remedial Investigation is to present the U.S. Department of the Army's Remedial Investigation results for the RMA on-post water media. This document is a formal Remedial Investigation product prepared in accordance with the Federal Facility Agreement (1989), the RMA Technical Program Plan (TPP) (Program Manager's Offices PMO, 1988 RIG #88131R01) and the June 1983 Remedial Investigation Guidance Document (U.S. Environmental Protection Agency, EPA). This report is one of four Remedial Investigation reports and seven Remedial Investigation Study Area Reports (SARs) prepared define the nature and extent of contamination and complete a comprehensive Remedial Investigation for the On-post Operable Unit of RMA as required by the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), as amended by the Superfund Amendments and Reauthorization Act (SARA) and the National Contingency Plan (NCP). The Water Remedial Investigation is a compilation, integration and interpretation of ground and surface water data obtained from specific tasks designed to provide a comprehensive assessment of contaminant occurrence at the site. jg.
