In the last fifteen years, conflict resolution, a collaborative, problem-solving approach to social conflicts, was introduced to new democracies in an attempt to develop civil society's capacity for conflict management (Mayer, 2000). Conflict resolution provides people with an opportunity to advocate effectively for their own interests in a non-violent, constructive manner through systematic educational efforts, skills trainings, dialogue initiatives, and mediation practices (Mayer, 2000). It empowers people to address, manage, and transform difficulties and antagonism into a source of positive social change and, thus, change people's negative psychological responses to conflicts (Bush & Folger, 1994). In this view, conflict resolution in new democracies' civil society provides citizens as well NGO practitioners with the skills and opportunities to practice how to express and resolve differences in a safe and constructive environment (Shonholtz, 1997). In an effort to provide additional information about civil society's conflict resolution practices and their affect in new democracies, this dissertation examines the existing efforts of South Korean civil society organisations to promote conflict resolution methodologies. Specifically, three organisations are examined to understand better South Korean civil society's response to PCR issues. Furthermore, by closely examining these three civil society organisations, this dissertation aims to explore what affect increased awareness and engagement in conflict resolution methodologies have on the democratic quality of civil society.

This book offers a distinctive perspective on peace processes by comparatively analysing two cases which have rarely been studied in tandem, Ireland and Korea. The volume examines and compares Ireland and Korea as two peace/conflict areas. Despite their differences, both places are marked by a number of overlaid states of division: a political border in a geographical unit (an island and a peninsula); an antagonistic relationship within the population of those territories; an international relationship recovering from past asymmetry and colonialism; and divisions within the main groupings over how to address these relationships. Written by academics and practitioners from Europe and East Asia, and guided by the concepts of peacebuilding and reconciliation, the chapters assess peace efforts at all levels, from the elite to grassroot organisations. Topics discussed include: historical parallels; modern debates over the legacy of the past; contemporary constitutional and security issues; civil society peacebuilding in relation to faith, sport, and women’s activism; and the role of economic assistance. Reveals how policymaking traditions prior to democratization continue to resonate within current South Korean public policy advocacy practices. Who dominates in the contemporary policy process in South Korea? How do policy advocates engage in advocacy activities to exercise influence? Building on existing theories of state, society, and public policies in democracies, Advocacy and Policymaking in South Korea argues that the legacy of state-society relationships explains who influences and how in South Korean policymaking. The state-society relationship has been a popular framework to explain democratic transition and consolidation. Yet, few studies to date extend the approach to explain advocacy and policymaking across political systems. Jiso Yoon shows the relevance of the framework in explaining advocacy and policymaking today with empirical evidence drawn from the contemporary policy process in South Korea. In addition, she compares policy communities across new and old democracies, such as South Korea and the United States. In this regard, the comparative analysis included in the book sets an important research example for students of comparative public policy to follow.

Has South Korea accomplished democratic consolidation since the Constitution was revised in 1987? Whereas political freedom has improved, the NSL is generally pointed out as the main obstacle to full freedom but it is not the only one to guarantee respect for human rights. Since full respect for human rights is not guaranteed, democratic consolidation has not been achieved. This book analyzes the issue based on the state of human rights that are an important part of democracy. The starting points are the 1948 UN Universal Declaration of Human Rights, the 1987 South Korean Constitution and the 2001 National Human Rights Commission (NHRC) Act which are empirically tested. Definitions of democratic consolidation are applied. The study first investiga- tes legislation and human rights institutions, including the National Security Law (NSL), the Con-stitutional Court, the NHRC, adherence to international human rights law and the Universal Periodic Review. Then the impact of inter-Korean relations on human rights are reviewed based on the NSL, dispatches of leaflets across the border and conscientious objectors. Finally, freedom of expression, assembly and association, including the state of sexual minorities, trials of ex-presidents, death penalty, human trafficking and torture are studied.

Analysing the relationship between civil society and the state, this book lays bare the assumptions informing peacebuilding practices and demonstrates through empirical research how such practices have led to new dynamics of conflict. The drive to establish a sustainable liberal peace largely escapes critical examination. When such attention is paid to peacebuilding practices, scholars tend to concentrate either on the military components of the mission or on the liberal economic reforms. This means that the roles of Non-Governmental Organizations (NGOs) and the impact of attempting to nurture Northern forms of civil society is often overlooked. Focusing on the case of Cambodia, this book seeks to examine the assumptions underlying peacebuilding policies in order to highlight the reliance on a particular, linear reading of European / North American history. The author argues that such policies, in fostering a particular form of civil society, have affected patterns of conflict; dictating when and where politics can occur and who is empowered to participate in such practices. Drawing on interviews with NGO representatives and government representatives, this volume will assert that while the expansion of civil society may resolve some sources of conflict, its introduction has also created new dynamics of contestation. This book will be of much interest to students of peacebuilding, conflict resolution, development studies, S.E. Asian politics, and IR in general.
