The four rail attacks in Europe & Asia since 2004, including the most recent in India, highlight the vulnerability of passenger rail & other surface transportation systems to terrorist attack & demonstrate the need for greater focus on securing these systems. This testimony is based primarily on a Sept. 2005 passenger rail security report & selected recent program updates. It addresses: (1) the extent to which the Dept. of Homeland Security (DHS) has assessed the risks facing the U.S. passenger rail system & developed a strategy based on risk assessments for securing all modes of transportation, including passenger rail; & (2) the actions that fed. agencies have taken to enhance the security of the U.S. passenger rail system. The U.S. passenger rail system is a vital component of the nation's transportation infrastructure, carrying more than 11 million passengers each weekday. Recent attacks on passenger-rail systems around the world highlight the vulnerability of rail travel and the importance of rail security for these passengers. The use of passenger rail and the frequency with which terrorists target it call for a commitment to analyzing and improving rail security in the United States. This book explains a framework for security planners and policymakers to use to guide cost-effective rail-security planning, specifically for the risk of terrorism. Risk is a function of threat (presence of terrorists with intent, weapons, and capability to attack), vulnerability (likelihood of damage at a target, given an attack), and consequences (nature and scale of damages if an attack succeeds). While effective security solutions may address all three components of risk, this book focuses on addressing vulnerabilities and limiting consequences, since these are the two components of risk most within the realm of rail-security personnel. The analysis is based on a notional rail system that characterizes rail systems typically found in the United States. The methodology presented is useful for planning rail-security options.

Passenger Rail Security: Federal Strategy and Enhanced Coordination Needed to Prioritize and Guide Security Efforts

We conducted this audit to determine the extent to which the Transportation Security Administration (TSA) has the policies, processes, and oversight measures to improve security at the National Railroad Passenger Corporation (Amtrak). We made two recommendations to DHS and TSA to implement rail security requirements from the 9/11 Act. When implemented, these recommendations should strengthen the effectiveness of passenger rail security.
