Writing in History of European Ideas, Jan-Erik Lane from the University of Oslo noted that Frendo's 'excellent study' showed how Maltese politics had always been 'conflict ridden'. 'And, amazingly, the cleavages have a strong cultural undercurrent making the notion of a nation-state in the tiny island of Malta far from self-evident. What Frendo penetrates is a complex adversarial game where Malta repeatedly challenges imperial prerogatives, but at the same time there are sharp dissents between indigenous camps.' This book represents the first comprehensive study of the evolution of parties and party systems in all nine democratic European states with less than one million inhabitants. As small political units have for long been considered to be most conducive to stable democracy, this volume analyses the actual role of political parties and partisan competition in the operation of modern democracy in those European microstates. Drawing on the crucial contribution of leading country experts in the field, it provides rich, systematic contextualized knowledge on these lesser-known cases. It further contributes to the mainstreaming of small state research in social science studies by comparing the experience of party politics in European microstates with that of larger countries in the same region of the world. This volume will be of key interest to scholars and students of party systems and political parties, elections and democracy, small states, European politics and more broadly of comparative politics.

This book is a first sustained effort to render an understanding of Maltese history, especially that of the 1920s and 1930s, from an Italian as well as a British (and naturally a Maltese) perspective. The British National Archives, as the Public Record Office at Kew has come to be known, is a superbly well-organised and relatively easily accessible power-house, where to work is a delight. However, the author was fortunate to have been given permission by Sig. Giulio Andreotti, then Minister of Foreign Affairs, to gain full access to the "Fascist" archive at Palazzo della Farnesina in Rome. When going through the stacks of documents in the late 1980s and early 1990s, its Malta sections clearly had been largely untouched, given the amount of rusty and firmly stuck paper clips and one or two vitally revealing sealed envelopes that he had to deal with, sometimes misleadingly indexed or unindexed. It brought back some memories of earlier delving into hitherto barely looked at papers or enclosures, including photographs, in the 1970s in Portugal Street (before Kew existed), with regard to an earlier period. Given the pivotal role played by Italy no less than by Britain in Malta's modern history, a rendering of Maltese history only or mainly from British sources is unbalanced and does not do it full justice. This is also true the other way round, more so when access to Maltese, English or even French sources is limited for reasons of language or otherwise. Improved Internet access to journal articles and other published sources, recently also made available to members of the academic corps and other researchers by the University of Malta Library, should help lessen breakdowns in communication, naturally always depending on linguistic competences and the right keywords.

This book examines the Europeanisation of party politics in Malta. It evaluates the influence of Europeanisation on the political system, which is based on two party-system, polarisation, and clientelism. Malta is the smallest European Union (EU) member state, which joined the EU in 2004. The road toward membership was fraught with contentious and emotionally charged debates. This book explores the relationship between Maltese political parties and the EU, the politicisation and framing of the European Union by political parties, and the impact of the European Union on Malta’s political system. The book further discusses more contentious recent events which made headlines at the EU level, including the Panama Papers scandals, the Individual Investment Programme, and the assassination of journalist Daphne Caruana Galizia. Gibraltar is an Overseas Territory of the UK within the EU, which has for three centuries been at the centre of a dispute between Britain and Spain, a dispute based on traditional perceptions of sovereignty. Hitherto the dispute has been managed in a predominantly bilateral way, but this has prevented the people of Gibraltar having an equal say on the issue of Gibraltar's sovereignty and decolonisation. It has produced a paradox of governance and constitutionalism that encases the Gibraltar people. This book considers the effects of sovereignty and the culture of bilateralism on the dispute, and examines the resulting deficits of governance and democracy. In assessing the evolution of the themes underlying the dispute it asks how its resolution might be facilitated by the application of ideas drawn from the modern legal context of late sovereignty, pluralism and stateless nationalism, suggesting that a productive trilateral approach and recognition of the legal and societal context could enable an enduring settlement. The author marries theories from international relations, constitutional law and public international law in the context of modern literature on sovereignty and nationalism, applying these theories to the case-study of Gibraltar with emphasis on constitutionalism in its international and EU context to produce a ground-breaking addition to the literature on stateless nationalism, late sovereignty and constitutional pluralism. As such it also complements recent studies of sub-state societies, regions or nations within Europe and elsewhere, including Catalunya, the Basque Country and Scotland and Wales, and in the broader Commonwealth context, other British overseas territories. This book will be of interest to lawyers, political scientists, constitutional historians and constitutionalists.

This book explores the tensions underlying British imperialism in Cyprus. Much has been written about the British Empire’s construction outside Europe, yet there is little on the same themes in Britain’s tiny empire in ‘Europe’. This study follows Cyprus’ progress from a perceived imperial asset to an expendable backwater by explaining how the Union Jack came to fly over the island and why after thirty-five years the British wanted it lowered. Cyprus’ importance was always more imagined than real and was enmeshed within widely held cultural signifiers and myths. British Imperialism in Cyprus fills a gap in the existing literature on the early British period in Cyprus and challenges the received and monolithic view that British imperial policy was based primarily or exclusively on strategic-military considerations. The combination of archival research, cultural analysis and visual narrative that makes for an enjoyable read for academics and students of Imperial, British and European history.
