This comparative book analyses the development of regional integration parliaments in three different continents of the world. It assesses and compares the expansion and current stage of institutional development of three regional assemblies – the European Parliament, the Pan-African Parliament and the Mercosur Parliament for Latin America. Looking in particular at parliamentary agency, it aims to answer why and to what extent, these regional parliaments have developed differently in terms of their functions and legislative competences? Drawing on new and original empirical data, official documents, and secondary literature, the book focuses on the "critical junctures" in the trajectory of the three assemblies and argues that parliamentary agency has impacted the institutional development of the parliaments leading to diverse paths of regional parliamentarisation. Comparative Regional Integration: Governance and Legal Models is a groundbreaking comparative study on regional or supranational integration through international and regional organizations. It provides the first comprehensive and empirically based analysis of governance systems by drawing on an original sample of 87 regional and international organizations. The authors explain how and why different organizations select specific governance processes and institutional choices, and outline which legal instruments - regulatory, organizational or procedural - are adopted to achieve integration. Developing countries have joined the rapidly growing global system of regional trade agreements (RTAs) over the past years. The drive towards regional integration has advanced with the formation of new markets and groups in Latin America, Africa, Asia, the Middle East and Oceania with few developing countries remaining outside these regional schemes. This volume looks at how 'getting governance right' is a central element for successful RTA implementation, taking stock of the quality and effectiveness of the monitoring of development country RTAs around the world.
