Excerpt from Papers and Proceedings of the Thirty-Third Annual Meeting of the American Economic Association: Atlantic City, New Jersey, December, 1920 Moreover, net earnings are further threatened by the falling off in traffic. Part of this decline is seasonal and, so far as it is due to other causes, it may be short-lived. But it raises very definitely the ques tion whether net earnings can be sustained and possibly enhanced by reductions in operating expense. It will therefore be enlightening to consider the elasticity of the main expense items. There has been some fall in wholesale prices, but this has been largely confined to foodstuffs, clothing, and the like, and has not in uenced materially the commodities that the railways buy in quantity. Coal contracts have largely been made, and a fall in prices cannot benefit the roads in the immediate future. As for labor, the item that constitutes over 60 per cent of the total railway expenditure, there is opportunity for economy only in increased efficiency or in the discharge of men, not in a lowering of wages. The recent increase in wages granted by the Railway Labor Board has been in effect scarcely six months, and it is idle to discuss actual decreases in wages for many months to come. As for the discharge of men, this can of course be done as traffic declines, (it has been done actually to some extent in the shops), but it is not at all likely that the saving through laying off labor can keep pace with the loss in earnings through decline in traffic. The only other source of labor saving is in greater labor efficiency. The morale of the men so seriously impaired during federal operation, is being gradually re stored. The reintroduction of piece - work in the shops is strongly urged by the managers as an incentive to greater efficiency, but there is little probability of any immediate restoration of this method of wage payment. Excerpt from Papers and Transactions for 1919 and Proceedings of the Thirty-Sixth Annual Meeting at New Haven, February 17 and 18, 1920 I will say all used by our troops except a little purchased from the F rench - were manufactured by our laboratories at West Street. So far as I know the matter of sound-ranging equipment dur ing the active period of the war was the most closely guarded secret of the war. It was very closely guarded for the reason that the Allies had reason to believe that they had a better means, a better apparatus for locating the position of enemy guns than did the Germans; and for the further reason that they did not know of any of their secrets having leaked out. The result was that when we were set at the task of developing and completing this apparatus, we were impressed with the necessity of keeping everything very secret; and when we set to work to manufacture this apparatus the pieces were manufactured under faked names and in different places, and the assembling work, which was nor mally entrusted to mechanics, was actually done by two or three very high-priced and reliable engineers, who with their own hands assembled the apparatus, adjusted it, tested it out, boxed it up, sealed the boxes, and turned it over to the military forces for shipment to France. As a matter of fact, although I was in uniform and in charge of these laboratories, I found it difficult to get into the rooms where this work was done. The guards were very suspicious of everyone, and unless you had proper credentials, they would not let you in. Whenever the rooms were left, the locks were sealed and the seals stamped with the time, and were not supposed to be opened except by properly accredited Officers. The numerical result was - from tip of beak to anterior rim of scapula inches When the arm was at a right angle to the line of the body. As a guide to articulation, therefore, the hamular process should just overlap the edge of the first rib. In the matured dolphin the dorsal ribs (five) that reach the sternum, were retained in natural articulation, to set at rest the exact positions of the tubercula and oapitulla in each pair of ribs. It is an excellent plan to keep at least one such thorax in every comparative collection as it forms a court of appeal when cetacean skeletons are in process of mounting. Excerpt from Index to Proceedings: Volumes 13 20; 1913 1920 The Index covers the contents of Volumes XIII to XX, inclusive of the Proceedings of the American Society for Testing Materials completely, exclusive only of routine business. In 1913 the Proceedings were published in one volume. In the remaining years covered by the Index, the Proceedings appeared in two volumes, Part I containing committee reports, discussions and, since 1916, tentative standards, and Part II technical papers and discussions. The contents of the individual volumes appear in the Table of Con tents of Proceedings that follows the Index. Committee reports have been indexed in two ways: First, each committee report is indexed under the subject designated in its title, at which place a synopsis of the successive reports of the committee is given; second, the subjects covered in the committee reports, including all specifications, methods, definitions, etc., are indexed under the appropriate key words. Titles of papers are distinguished by quotation marks. The list of key words in the Subject Index is given separately at the beginning of the volume. This list, it is believed, will prove a convenience in determining the key word or key words under which the subject sought is likely to appear, before turning to the Subject Index itself. The key words are not restricted to the words in the titles of reports and papers, but the aim has been to further facilitate the search for information on important subjects by directing atten tion through the key words to pertinent matter in the body of the text of reports, papers and discussions. The cross references between key words serve to refer the reader to other places in the Index where information on the subject first consulted might also be found, or to topics that are related to the subject first consulted. In the Author Index, references to committee reports appear under the names of the chairmen, vice-chairmen and secretaries of the committees concerned.
