Under the ambitious leadership of President Xi Jinping, China is zealously transforming its wealth and economic power into potent tools of global political influence. But China's foreign policy initiatives, even the vaunted "Belt and Road," will be shaped and redefined as they confront the ground realities of local and regional politics outside China. In China's Western Horizon, Daniel S. Markey, a scholar of international relations and former member of the U.S. State Department's policy planning staff, previews how China's efforts are likely to play out along its "western horizon:" across the swath of Eurasia that includes South Asia, Central Asia, and the Middle East. Drawing from extensive interviews, travels, and historical research, Markey describes how perceptions of China vary widely within states such as Pakistan, Kazakhstan, and Iran. Powerful and privileged groups across the region often expect to profit from their connections to China, while others fear commercial and political losses. Similarly, Eurasian statesmen are scrambling to harness China's energy purchases, arms sales, and infrastructure investment. These leaders are working with China in order to outdo their strategic competitors, including India and Saudi Arabia, and simultaneously negotiating relations with Russia and America. On balance, Markey anticipates that China's deepening involvement will play to the advantage of regional strongmen and exacerbate the political tensions within and among Eurasian states. To make the most of America's limited influence in China's backyard (and elsewhere), he argues that U.S. policymakers should pursue a selective and localized strategy to serve America's specific aims in Eurasia and to better compete with China over the long run.

This book analyzes the paradox that despite being a national security state, Pakistan has become even more insecure in the post-Cold War era. It provides an in-depth analysis of Pakistan’s foreign and security policies and their implications for the overall state and society. The book identifies the immediate security challenges to Pakistan and charts the distinctive evolution of Pakistan’s national security state in which the military elite became the dominant actor in the political sphere of government during and after the Cold War period. By examining the national security state, militarization, democracy and security, proxy wars, and the hyper-military-industrial complex, the author illustrates how the vanguard role of the military created considerable structural, sociopolitical, economic, and security problems in Pakistan. Modern states increasingly seek to regulate religious expression, practice and discourse. This is profoundly evident at many levels of Islamic policy interaction: from debates about the banning of the Muslim face-veil in Europe to civic re-education programmes for Muslim citizens in China. Governance of Islam in Pakistan provides a systematic account of how interactions between multiple public and private bodies direct the regulation and standardisation of Islam in one of the largest Muslim-majority states in the world. Analysis centres on the institutional development of the Council of Islamic Ideology, a constitutional body tasked with issuing advice to the executive and legislature about the compatibility of laws with Islamic principles. Based on archival material that has been subject to little scholarly attention, and interviews with Council members and staff of other state bodies, Sarah Holz proposes governance as an analytical framework to study the negotiation of religious expression, practice and discourse. In contrast to the established Islamisation narrative which generally labels such religious institutions as mere rubberstamps in the process of policy-making, the study of governance offers an alternative approach that enables examination of the dynamic competition and cooperation among multiple actors. Through collective interaction the Council and other relevant bodies are active players in the governance of Islam. Insights gained from analysis of the ideational, structural and functional evolution of the Council offers a Global South perspective on liberal democratic ideas about the functionality of the modern state and its institutional structure. Issues of economic, cultural and local/international political influence bear strongly in governance analysis. Engagement with the governance policy tool has applicability across the social sciences, but is particularly relevant for South Asian/Near and Middle East Studies.

The book traces India’s Saudi Policy and locates the current state of bilateral relations and the challenges it faces. It argues that during the Cold War the relations were largely shaped by the Pakistan factor which in turn inhibited both sides from exploring the importance and value of one another. As a result, the relations were largely transactional and marginal. The end of the Cold War coincided with two interesting developments, namely, significant growth in India’s economic power and influence and the de-hyphenation of Pakistan from its Middle East policy. This resulted in greater political engagements between India and Saudi Arabia and was strengthened by the growing energy trade ties. For long expatiate population and haj have been the backbone of the relations, and they have been new instruments as India looks to enhance its engagements with the Kingdom through investments opportunities, political contacts, shared security concerns and strategic cooperation. India’s Saudi policy, however, face many challenges most importantly the regional instability, the Iran factor, low oil price and the international dynamics. The book will be the first comprehensive work on the India-Saudi relations. Though targeting a wider audience, it will be academically grounded and based on primary sources collected from India and Saudi Arabia.
