Travel Demand Management (TDM) describes a wide range of actions that are geared toward improving the efficiency of travel demand. There is much controversy and speculation as to the strength, role, and validity of TDM solutions. This uncertainty has probably led to misunderstandings of the role and potential of TDM, and therefore, a lower yield from TDM approaches than appears to be possible. This report is the main product of a study that was sponsored by the Federal Highway Administration to try to set the facts straight and provide the most comprehensive, accurate, and useable guidance on TDM.
