Nuclear technology has been an organizing premise of the international system since 1945. Eight countries have officially acknowledged the possession of nuclear weapons. Many countries have harnessed the atom for electricity generation and other civilian uses. Roughly 440 commercial nuclear reactors operate in thirty countries providing 14 percent of the world's electricity. Volatile oil prices and concerns about climate change have led newly emerging economies in Asia to express keen interest in using nuclear energy to meet growing energy demands. Since the basic technological apparatus for both civilian and military nuclear programs is the same, there are concerns about the potential spread of dual-use technology.The future stability of the international order depends on the responsible management of their nuclear assets by nuclear powers. The relationship between civilian authorities and the military takes on special significance in states with nuclear weapons or near-weapon capability. The constitutional balance of powers, the delegation of authority during wartime and peace, influences from public opinion and bureaucratic structures on the formulation of doctrine, crisis management, and communications with the international media and the general public are influenced by civil-military relations and organizational culture.This volume will be of broad interest to scholars of civil-military relations, political science, and political sociology.

This publication elaborates on the role of nuclear knowledge management in a research and development (R&D) context, and on the importance of facilitating innovation and future development of nuclear technologies for nuclear power, its associated fuel cycles, and nuclear applications in medicine, industry and agriculture. It highlights aspects including transferring and preserving knowledge, exchanging information, establishing and supporting cooperative networks, and training the next generation of nuclear experts. Member States intending to introduce a nuclear power programme will need to pass through several phases during the implementation. Experience shows that careful planning of the objectives, roles, responsibilities, interfaces and tasks to be carried out in different phases of a nuclear project is important for success. This publication presents a harmonized approach that may be used to structure the owner/operator management system and establish and manage nuclear projects and their development activities irrespective of the adopted approach. It has been developed from shared management practices and consolidated experiences provided by nuclear project management specialists through a series of workshops and working groups organized by the IAEA. The resultant publication presents a useful framework for the management of nuclear projects from initiation to closeout and captures international best practices.

Nuclear security culture is an important component of an effective nuclear security regime, as it serves as a tool to improve the performance of the human component at nuclear facilities and organizations to counter both insider and outsider threats. Security culture connotes not only the technical proficiency of the people but also their awareness of security risks and motivation to follow established procedures, comply with regulations and take the initiative when unforeseen circumstances arise. A workforce made up of individuals who are vigilant, who question irregularities, execute their work diligently and exhibit high standards of personal and collective behaviour is able to achieve effective nuclear security. Building upon this understanding of the importance of a strong nuclear security culture, this publication provides practical guidance on how to implement a systematic nuclear security culture enhancement programme.

The IAEA's nuclear knowledge management activities provide guidance in knowledge management and assist in transferring and preserving knowledge, exchanging information, establishing and supporting cooperative networks and in training the next generation of nuclear experts. This publication shares best practices and experiences based on the knowledge management assist visit programme undertaken by IAEA expert teams during the period 2005-2013. These visits have involved different types of organizations, including nuclear power plants, nuclear R&D organizations and nuclear based educational establishments such as universities. Based on the records of these visits, a secondary aim of this publication is to provide feedback and recommendations for future development of the assessment tool(s) and participating organizations for improving future assistance.

This publication provides Member States with a structured approach to developing an effective human resource management (HRM) strategy, which can be adapted to suit the nature and scope of the national nuclear power programme. It identifies the four components of an integrated HRM strategy particularly relevant for countries developing a nuclear power programme for the first time and examines these issues in the context of each phase of the Milestones Approach. In each phase the publication identifies the required actions related to these issues, and presents observations and lessons learned from Member States.
