The study attempts to share, from a legal and institutional perspective, the World Bank experience with regional projects in the past two decades, to assess the difficulties involved in their preparation and to look at the way of going forward.

The need to promote increased trade, prevent the spread of HIV/AIDS, and ensure adequate water resources are some of the development challenges generating interest in increased regional and sub-regional cooperation. This evaluation seeks to provide guidance on when it is desirable for the Bank to support activities on a regional level, and assesses the effectiveness of both regional programs and the Banks role in supporting them. It comes at a time of increasing interest in regional development programs, supported by recent theoretical work on regional public goods and regional trading arrangements, and calls from groups in the international development community for the Bank to provide more support for multi-country programs (both global and regional).

Small states face special hurdles in achieving development gains. These states spend significantly more of their GDP on producing public goods and services, and they face higher connectivity costs than do their larger brethren. Small States, Smart Solutions examines how some small states use international trade and telecommunications technology to outsource services such as justice, banking supervision, public utilities regulation, high-quality medicine, and education. Sourcing these services internationally poses unique challenges but also opens broad opportunities. The eight case studies in this book, based on interviews with government officers and citizens, describe pioneering initiatives undertaken by some small states to better the quality of life of their citizens.

The Executive Board of the IMF has approved a disbursement of an amount equivalent to SDR 2.075 million under the Rapid Credit Facility for St. Vincent and the Grenadines to help the country manage the economic impact of Hurricane Tomas. The Board’s approval enables the immediate disbursement of the full amount. The late-October 2010 hurricane inflicted significant damage to agriculture, housing, and infrastructure. The initial assessment conducted by the government estimated the cost of damage at 5 percent of gross domestic product.
