The National Defense Science and Engineering Graduate Fellowship Program (NDSEG) offers three-year fellowships as a means of increasing the number of U.S. citizens trained in science and engineering disciplines of military importance. Sponsored by the Army, Navy, Air Force and Defense Advanced Research Projects Agency (DARPA), these fellowships are offered to individuals who have demonstrated ability and special aptitude for advanced training in science and engineering. NDSEG Fellowships are awarded for study and research leading to doctoral degrees in mathematics, physical, biological, ocean and engineering sciences. This grant supported students sponsored by the Office of Naval Research (ONR) for 29 appointments beginning in academic year 1993/1994 and 33 appointments beginning in academic year 1994/1995. This reports contains information on these students as well as NDSEG students supported beginning in academic year 1989 through the final class of students who started in academic year 1994/1995.

The Office of Naval Research has awarded 239 National Defense Science and Engineering Graduate fellowships since 1989. ASEE administers the program for the Office of Naval Research. Ten percent are members of under- represented minority groups, and twenty-eight percent are female. The report describes post- award administration and supplies demographic statistics, concerning the participants. The report supplies the whereabouts and current activities of all the 89 students who completed the program. Samples of mailings and letters to participants are attached.

Since 1982, the American Society for Engineering Education has administered the ONR Graduate Fellowship Program for the Office of Naval Research. ASEE publicized the fellowship in FY94 with a bulk mailing to over 29, 000 persons and with ads in 7 journals. ASEE received 957 applications for the fellowship. It evaluated the applications with the help of 80 review panelists. Forty-four new awards were made in FY94 in eleven disciplines of science, engineering and math. ASEE notified the successful and unsuccessful applicants. It pays the tuition for the 127 current fellows. It also pays them a stipend each month, and gives them guidance for filing income tax. ASEE tracks the whereabouts and activities of all 375 former fellows. ASEE wrote a detailed analysis of minority recruitment, evaluation, selection and performance. Since 1982, ONR has awarded 592 fellowships; 17 have gone to African American students.
