This report presents a conceptual model for service design and delivery that challenges governments to develop a design-led culture and ensure access to the enabling tools and resources necessary to deliver services that improve outcomes, efficiency, satisfaction and well-being. This model is used to analyse the situation in Chile and provide recommendations about how the ChileAtiende service delivery network can bring the state closer to citizens through a simpler, more efficient and transparent approach.

This Digital Government Review highlights the efforts taking place in Argentina to digitalise and improve data governance in its public sector and build the foundations for a digital government. The review explores Argentina's institutional, legal and policy frameworks and their strategic role in the digital transformation of the public sector. The report also discusses how to reinforce the capacity of the public sector to "go digital" and better respond to citizens' needs. It explores how ICT procurement, management, and commissioning can help improve public sector accountability and efficiency, as well as support greater policy coherence and compliance with digital government standards. This report provides an overview of the state of open data policies across OECD member and partner countries, based on data collected through the OECD Open Government Data survey (2013, 2014, 2016), country reviews and comparative analysis.

The 2021 edition includes input indicators on public finance and employment; process indicators include data on institutions, budgeting practices, human resources management, regulatory governance, public procurement, governance of infrastructure, public sector integrity, open government and digital government. Outcome indicators cover core government results (e.g. trust, political efficacy, inequality reduction) and indicators on access, responsiveness, quality and satisfaction for the education, health and justice sectors.

This Open and Connected Government Review of Thailand, the first of its kind, assesses Thailand’s efforts to build a government that is closer and more responsive to its citizens by using digitalisation, data and stakeholder participation to drive national development. In line with OECD good practices, the Recommendations of the Council on Digital Government Strategies (2014) and on Open Government (2017), and the OECD Digital Government Policy Framework, the review looks at institutional and legal governance, digital talent and skills, public service provision and the strategic use of technologies and data in the Thai government.
