In early 1975 the Hydrologic Engineering Center undertook the task of creating technology which would enable the Corps of Engineers to assist local and regional planning agencies to evaluate alternative future land use patterns from a hydrologic, flood damage and environmental view point. This report provides specific information on calibration and application of the Storage, Treatment, Overflow Runoff Model (STORM). The STORM model is intended for use in simulation of the quantity and quality of storm water runoff. In particular, the report discusses procedures for collection of rainfall, runoff quantity and quality data. Procedures are recommended for management of the collected data. Recommendations are provided for use of the site-specific data in calibration of the model. The calibrated model can then be used for two important planning components of a storm water study. These are: (1) Prediction of wet-weather pollutographs (mass loading curves) for use in a receiving water assessment model. These pollutographs can include both surface runoff and dry weather flow in combined systems. Since the computations are based on land use, the impact of land use changes can be evaluated. (2) Preliminary sizing of storage and treatment facilities to satisfy desired criteria for control of storm water runoff. The model will analyze a matrix of combinations of storage and treatment rates. Results include frequency information on quantity and quality of washoff of pollutants and soil erosion, as well as frequency information on the quantity and quality of storage overflows. (Author).
