This participant's resource guide and trainer's guide are designed to train career development facilitators to help their clients use labor market information. The participant's resource guide contains 10 modules. Each module consists of these components: National Career Development Guidelines (NCDG) Counselor Competencies, abbreviated version of the trainer's lecturette with copies of transparencies embedded within the text, and references. Module subjects are as follows: introduction; definitions of terms and concepts related to career development and labor market information; demographic trends that have an impact on career decision making; theories of career development; information and how to assess and use it; developing an awareness of multicultural issues; and specific needs of adults, women and teen parents, persons with disabilities, and children at risk. An Action Plan follows Module 1. Thirty-five activities are provided. Do government-sponsored youth employment programs actually help? Between 1978 and 1981, the Youth Employment and Demonstration Projects Act (YEDPA) funded extensive programs designed to aid disadvantaged youth. The Committee on Youth Employment Programs examined the voluminous research performed by YEDPA and produced a comprehensive report and evaluation of the YEDPA efforts to assist the underprivileged. Beginning with YEDPA's inception and effective lifespan, this report goes on to analyze the data it generated, evaluate its accuracy, and draw conclusions about which YEDPA programs were effective, which were not, and why.
