Desde los años noventa del siglo XX se comenzó a observar que se invertía una cantidad ingente de recursos para mejorar la calidad de vida de la población en los países en desarrollo, pero los indicadores no mejoraban y muchas veces, por el contrario, empeoraban. Se concluyó que no basta con invertir en tecnologías, las tecnologías no se operan ni se mantienen por sí mismas. Se encontraron factores relacionados con el hardware de la tecnología (componentes físicos de la tecnología) pero más críticos eran los componentes operacionales (software de la tecnología). Por otra parte, las personas beneficiadas por los proyectos de desarrollo tenían sus propias opiniones con respecto a ellos. Eran opiniones de acuerdo con su cultura y su formación, y según su capacidad y deseo de mantener las tecnologías funcionando. Adicionalmente, se descubrió que los ecosistemas y los recursos naturales no eran infinitos, como la economía decía. Como telón de fondo a los innumerables éxitos y fracasos de los proyectos de desarrollo estaba un componente que no se tenía en cuenta: la transferencia de conocimiento, que actualmente juega un papel primordial en el éxito de los proyectos. Ya se sabe que el componente tecnológico es importante, y que aún más lo son los componentes sociales, económicos y ambientales de los proyectos. Este libro está dedicado a explorar la transferencia de tecnología en los proyectos de desarrollo, que fue el tema de investigación de la autora desde que inició su trabajo en el Instituto Cinara de la Universidad del Valle, hace 30 años.
