This book contains 16 papers, presented at the workshop: Non-Traditional Security Threats and Regional Cooperation in the Southern Caucasus, which was held in Istanbul, Turkey in October 2009. Whilst the Cold War did not exclude the existence of other threats, such as environmental hazards, organized crime, terrorism, economic instability and illegal immigration, it is only since the emphasis on East-West rivalry and the specter of nuclear confrontation between the two blocs have diminished that these have become articulated as major sources of concern for global security.

With the end of the Cold War, threats to national security have become increasingly non-military in nature. Issues such as climate change, resource scarcity, infectious diseases, natural disasters, irregular migration, drug trafficking, information security and transnational crime have come to the forefront. Why are bilateral relations, especially in the area of energy security, so different in the cases of U.S.-Russia, U.S.-Azerbaijan, and Russia-Germany energy deals? Why do some states find common ground despite differences, while others, with all the seemingly favourable conditions, are sinking into animosity? Energy Security and Cooperation in Eurasia explores varying outcomes of energy cooperation, defined as diplomatic relations, bilateral trade, and investment in oil and natural gas. This book develops the idea that since decolonisation, regional patterns of security have become more prominent in international politics. The authors combine an operational theory of regional security with an empirical application across the whole of the international system. Individual chapters cover Africa, the Balkans, CIS Europe, East Asia, EU Europe, the Middle East, North America, South America, and South Asia. The main focus is on the post-Cold War period, but the history of each regional security complex is traced back to its beginnings. By relating the regional dynamics of security to current debates about the global power structure, the authors unfold a distinctive interpretation of post-Cold War international security, avoiding both the extreme oversimplifications of the unipolar view, and the extreme deterritorialisations of many globalist visions of a new world disorder. Their framework brings out the radical diversity of security dynamics in different parts of the world.

The South Caucasus region, comprising the former Soviet states of Armenia, Azerbaijan and Georgia occupies a key strategic location, squeezed between the Black and Caspian Seas, Iran, Russia and Turkey. Since the disintegration of the Soviet Union in 1991, the region has become an arena of geopolitical confrontation with regional powers such as Russia, Turkey and Iran vying for influence in the face of growing Western involvement. The Russian military intervention in Georgia in 2008 not only raised questions about Moscow's intentions towards its 'Near Abroad' and the future direction of its foreign policy, it also demonstrated that ostensibly local separatist disputes have serious ramifications for regional relations and the wider international community. This book delves into the connections between the Islamic Republic of Iran and the countries of the southern Caucasus region following the 1979 revolution. It focuses on their political, economic, and cultural interactions and elaborates on Iran's foreign policy principles, discourses, and significant decision-making institutions. It also addresses the process of nation-state building in the southern Caucasus, the challenges involved, and the geopolitical and strategic importance of this area for Iran.
