Concern about the threat posed by nuclear weapons has preoccupied the United States and presidents of the United States since the beginning of the nuclear era. Nuclear Security draws from papers presented at the 2013 meeting of the American Nuclear Society examining worldwide efforts to control nuclear weapons and ensure the safety of the nuclear enterprise of weapons and reactors against catastrophic accidents. Since the ending of the Cold War, and in the light of an increased risk of nuclear terrorism, a shift in focus has taken place from nuclear safeguards to nuclear security. This book presents 8 lectures delivered at the NATO Advanced Training Course, ‘Non-Proliferation from an International Perspective’, held in Rabat, Morocco, in December 2014. The aim of the course was to inform participants with regard to the advanced political and legal concepts related to nuclear security, as well as equipping them with the necessary tools to apply such concepts in practice. The papers collected here cover the principal political and international topics related to the evolution of the international institutions or regional agencies which manage nuclear threat, with special attention being given to the theoretical and political bases of nuclear security as an answer to that nuclear threat. The nuclear non-proliferation treaty had recently undergone its third formal review by its signatories, who had assessed its effectiveness and considered how it might better be implemented. This book, originally published in 1987, written by experts many of whom were leading participants in the nuclear non-proliferation treaty regime at the time, examines the whole range of issues connected with nuclear non-proliferation and the treaty. It looks at non-proliferation from the point of view of nuclear nations, non-nuclear nations and the nuclear industry. It assesses the work of the international monitoring bodies and reconsiders the place of non-proliferation in the changing balance of global nuclear power. New international approaches to strengthening nuclear security and combating the threat of nuclear terrorism have been introduced throughout the first decade of the 21st century. The adoption of new and revised mandatory international legal instruments, as well as other non-binding initiatives and voluntary mechanisms, have led to improved security measures in this critical area, but there is still a need for substantive and procedural arrangements to be significantly strengthened.This book is a collection of the presentations and deliberations of participants at the NATO Advanced Research Workshop held in Vienna, Austria in January 2010.
