The stage is set for the emergence of a "new American way of war," in which U.S. forces are able to bring military power to bear against an enemy state quickly, comprehensively, decisively, and with minimal risk of heavy casualties. But some obstacles remain. These obstacles seem more budgetary and political than technical or operational. Some key programs are being abandoned or delayed because of the press of limited resources and competing demands. In this environment, it is imperative that the Air Force articulate in clear and compelling terms the potential contributions of airpower to joint operations. This is distinct from claiming "Air Force roles and missions." The approach offered here begins with a consideration of the basic characteristics of air forces and space forces, identifies the operational capabilities of these forces, and lists the missions and operational objectives to which these forces can contribute. By insisting that these missions and objectives be defined from the perspective of joint operations, this approach to doctrine positions the Air Force favorably to advance the role of its forces in the competition for roles within missions.

Lethal and Non-Lethal Fires: Historical Case Studies of Converging Cross-Domain Fires in Large Scale Combat Operations, provides a collection of ten historical case studies from World War I through Desert Storm. The case studies detail the use of lethal and non-lethal fires conducted by US, British, Canadian, and Israeli forces against peer or near-peer threats. The case studies span the major wars of the twentieth-century and present the doctrine the various organizations used, together with the challenges the leaders encountered with the doctrine and the operational environment, as well as the leaders' actions and decisions during the conduct of operations. Most importantly, each chapter highlights the lessons learned from those large scale combat operations, how they were applied or ignored and how they remain relevant today and in the future.

This collection of essays reflects the proceedings of a 1991 conference on "The United States Air Force: Aerospace Challenges and Missions in the 1990s," sponsored by the USAF and Tufts University. This is a story of long-range airpower, from Gen. Henry H. 'Hap' Arnold's vision of a global mission to the Global Strike Task Force and expeditionary air forces of the year 2001. It examines global power from its origins as Strategic Air Command built a fleet of bombers and tankers to meet the needs of the global nuclear-deterrent policy of the Cold War. With the end of the Cold War and the changes in force structure that followed, USAF soon lost its historical roots in global power. This evolution is traced through the studies and commissions of the 1990's established to determine the force structure for the twenty-first century. The assumptions that were made to develop a force focused on expeditionary short-range airpower to project global power are established and then examined with four case studies in the application of airpower over long range. Operation Nickel Grass, the U.S. airlift to Israel during the 1973 Yom Kippur War; the British airpower experience in the Falkland Islands War with its Vulcan Black Buck missions; Operation Eldorado Canyon; and Operation Desert Strike are used to provide evidence to support and refute the assumptions made during the 1990's to structure the USAF force structure around short-range expeditionary forces with the intention of forward deploying them in a crisis. These case studies are evaluated and recommendations are offered for the force structure of the twenty-first century to ensure an adequate global power force capable of executing a global power strategy. The conclusions of this study do not make recommendations for long- or short-range airpower but rather offer recommendations for methods to enable those forces in the future with a sturdy in-flight refueling force capable of supporting long-range missions free from the entanglements of foreign support and reliance on forward basing.
