In the depths of the 2003 SARS crisis, Mike Rowse, a career Hong Kong civil servant, was handed the poisoned chalice of HarbourFest, intended to be (and which in many ways was) a psychological and commercial shot in the arm. Politics, as it often does, took precedence over sense, and Rowse was scapegoated for the perceived failings of this attempt to pull off a world-class entertainment festival in only three months. Rowse endured disciplinary hearings and ended up taking the Hong Kong Government to court. He won. This True Story of HarbourFest is not just an insider's account of the workings of the Hong Kong Government; it is also a thoughtful treatise on the drawbacks of the Ministerial Accountability System, a system which failed HarbourFest and Rowse, there being No Minister who ever took responsibility.

Nothing prepares a person for the job of chief of staff to a Commonwealth Minister. There are no professional development courses, no specialist recruitment agencies and no training manuals. It was into this vortex that Allen Behm became chief of staff to Greg Combet in 2009, the minister responsible for managing carbon pricing and the pink batts crisis. A seasoned troubleshooter, Behm has an uncanny ability to anticipate and deflect political crises. By his measure success as a chief of staff is being an invisible force. 'Invaluable insight from an experienced insider into the closed world of callow political advisers and their disastrous impact on the performance of many Ministers.'—TERRY MORAN

Henry Hayward has been living life the way he's wanted—working hard, playing hard—but when his girlfriend tells him she's leaving, it destroys him. In a quest to recover, he joins an army-affiliated contracting crew that takes him overseas to a Canadian base in Afghanistan. In the company of friends, he begins to mend: having laughs and being rebellious, blithely unaware of all he's left behind. But everything changes during a roadside incursion when a routine patrol turns fatal. And Henry, who survives, knows in his heart that he is responsible. Upon returning home, tormented by guilt, he resolves to take care of the people and places around him: Martha Groves, whose boyfriend was killed in Afghanistan; his friends and neighbours; and a summer home that needs revitalizing. Henry tries his best to seek roots after a rootless life, collecting around himself a "community of a hundred people" for whom he cares deeply and is responsible. But he hasn’t factored in family history and social infidelity—and Martha has a revelation of her own that may change everything. Minister Without Portfolio illuminates the power and violence of self-creation. It asks: To whom are we beholden? Who do we adopt—and who couldn't we live without? It is an emotionally affecting work, filled with truths about the frailties and miracles of human nature, by a writer of exceptional talent.

'We have had diaries from other Cabinet Ministers, but none I think which have been quite so illuminating... It is a fascinating diary... It is shorter than Barbara Castle's... and although it is rather more accurate than Dick Crossman's, it is distinctly funnier' - Lord Allen of Abbeydale (formerly Permanent Secretary at the Home Office) in The Times 'It has an entertainment and educational value which is unique. It is uproariously funny and passes the acid test of becoming more amusing at every subsequent reading... I will go so far as to claim that in the characters of Jim Hacker and Sir Humphrey Appleby, Messrs Lynn and Jay have created something as immortal as P.G. Wodehouse's Bertie Wooster and Jeeves' - Brian Walden in The Standard

Lord North was in many ways a most successful politician. Prime Minister for an unbroken twelve years, his management of both parliament and of the business of government was adept. He enjoyed the confidence of King George III, not always an easy political ally, avoided factional strife (having no political following of his own), was notably uncorrupt and made virtually no enemies. In many ways he epitomised the political outlook and aristocratic assumptions of the eighteenth century. He is, however, principally remembered for presiding over Britain's loss of her American colonies. Lord North: The Prime Minister Who Lost America is a scholarly but highly readable account of his life. It includes a full study of the American War of Independence, examining it from the perspective of the British government as well as from the colonial standpoint. No senior politician had visited America and few had a proper knowledge or understanding of Americans. Too often the colonists were regarded as unruly and ungrateful children, with whom compromise was either a sign of weakness or the betrayal of the principle of parliamentary sovereignty. Highmindedness contributed to the final humiliation, as did ignorant overconfidence. Military defeat, to a country that had become preeminent in Europe by the end of the Seven Years War, was not entertained as a possibility.

The authors believe the renewal of interest in ministerial ethiics has been caused by the rapid changes in our society and the number of moral failures in the ministry in recent years. They address the unique moral role of ministers and provide new and established ministers with clear definitions of their moral obligations.
