Has written to Schuyler, who is unaware of this situation, but promises to give me the business if it comes under his direction. Offers his services to Knox. Heard rumors of one or two frigates being built in New York. Recommends Captain Anthony Rutgers for the superintendency of the work. Wants to be thought of for the job of payment of accounts or purchaser of materials. Has recently made a partnership with Frederick Babcock. Free stamped on address leaf with no signature.

Will mention his application to the Secretary of the Treasury, whose department handles the purchasing of supplies. Hoffman had offered supplies the government was to send to the Six Nations (see GLC02437.06024). Will also mentions Hoffman's application if the government decides to build frigates in New York.
