This edited volume is the sixth publication of the series "Rural areas: Issues of local and regional development". It aims at intensifying scholarly exchange on topical questions of social, political, economic and landscape-related transformations of rural areas in Germany and Europe. Europe is a meaningful frame and research topic for rural geography. This edited volume assembles 14 contributions from various countries that shed light on the variety, as well as the differences and commonalities of rural regions in Europe. The volume aims at initiating general reflections about common development mechanisms and structures in the European context in contrast with specific national conditions and path dependencies. By assembling both regional and country case studies as well as cross-national comparisons, the anthology provides a sound basis for future European research in rural geography. It pleads for more cross-national and comparative approaches.

Despite the emphasis of the European Regional Policy on territorial cohesion, regional disparities have been increasing within Europe in the past years. The metropolitan areas in almost all countries are considerably growing while regions outside of agglomerations are stagnating or even declining. Against this background this book aims to provide an understanding of the underlying processes of polarisation and related regional and local policies. This open access volume contributes to the debates about polarisation and regional development by focussing on questions of spatial justice, power distribution and policy transfer. Theoretical and empirically grounded contributions show that European policies are indeed reproducing socio-spatial inequalities instead of challenging them. The book shows further the existing potentials and limits of individuals, economic, political and civil society actors to respond to polarisation on the regional and local level. In this book conceptual thoughts on polarisation, regional policy and regional development are combined with empirical research and resulting implications for policymaking. This book reflects on how the economies, social characteristics, ways of life and global relationships of rural areas of Europe have changed in recent years. This reveals a need to refresh the concepts we use to understand, measure and describe rural communities and their development potential. This book argues that Europe has 'outgrown' many of the stereotypes usually associated with it, with substantial implications for European Rural Policy. Rural structural change and its evolving geography are portrayed through regional typologies and the concept of the New Rural Economy. Demographic change, migration, business networks and agricultural restructuring are each explored in greater detail. Implications for equality and social exclusion, and recent developments in the field of governance are also considered. Despite being a subject of active debate, interventions in the fields of rural and regional development have failed to adapt to changing realities and have become increasingly polarized. This book argues that rural/regional policy needs to evolve in order to address the current complex reality, partially reformulating territorial or place-based approaches, and the New Rural Paradigm, following a set of principles termed ‘Rural Cohesion Policy’.
