This book critically engages with the concept of European identity and citizenship, and the role of the European Union in diaspora, membership and emigration policies. It presents original research on European governance of emigration and citizenship and considers European integration in a global context. It questions whether there can be a European diaspora outside the European Union, if European governance of emigration is possible, and whether the EU can or should govern its diasporas in the global era. By engaging with concepts of European citizenship, diaspora and identity, the author examines the weak meaning of Europe for EU nationals living abroad and finds that European public spaces, present and sustained within the European Union territory, are largely not exported outside of it. Equal treatment and equal rights become empty concepts for Europeans leaving the European Union as they lose their European citizenship. This book will be of key interest to scholars and students of European Union politics, European studies, migration studies, American and Canadian studies, and the sociology of migration.

This title was first published in 2002. This study, undertaken with the support of the Ford Foundation under the scientific leadership of Khadija Mohsen-Finan, Remy Leveau and Catherine Wihtol de Wenden considers the new forms of citizenship and identity that have emerged within the settlements of immigrant populations in various countries in Europe. Through their claims to citizenship, shifting religious identities and by occupying the high ground both locally and at European level, these communities challenge long standing citizenship models and give full meaning to the concepts of supranational European citizenship. The contributors question whether such European citizenship will include all residents of Europe or whether it will serve to increase the exclusion felt by certain groups of migrants. In particular the contributors examine the implications of three emerging citizenship trends - the impact of the demand for Islam; the emergence of undocumented migrants and their inclusion in an increasingly stratified society; and finally, the rising tide of ordinary or political refugees who are challenging European citizenship on their own terms.

This book uses a theoretical and empirical approach to explore the philosophies of European citizenship and European identity. The author applies a focused analytical framework to argue that European identity and citizenship should be perceived as postmodern categories which are multi-layered, dynamic and fluid. The book offers a detailed review of political and legal studies which do not comprehend or explain postmodernist concepts of citizenship and identity. In the theoretical part of the book various philosophical models of citizenship and identity (from antiquity to the postmodern era) are portrayed, and the author's own theory and analytical framework is developed. The empirical part of the book discusses a variety of case studies illustrating how European Union policies apply to this framework.

The further evolution of the European Union is mainly dependent on how its citizens relate to their fellow Europeans speaking a score of languages and belonging to a variety of cultures. This book addresses the question of whether a new sense of collective self-identification, labeled “European identity,” a special form of socio-territorial identities, is emerging. Collective identities are works in progress, they entail a salient strategic—activist and future-oriented—dimension. Divergent strategic goals of the constituent groups induce a perpetual contestation and negotiation of the group identity, a process that in the case of the EU is intensified by the continuously changing boundaries and institutional structure of the super-polity. To confront these challenges, this book has a double focus. The first part weighs in on the feasibility of a European identity in light of what the two main paradigms in the field, primordialism and constructivism, can predict. The second part maps the social forces that are either favorable or inimical to the creation of a common social identity on the continent. Both parts develop hypotheses about the processes we witness, and test them with the available empirical data. Part II distinguishes between passive and active supporters of the integration project, besides the Euroskeptic segment of the public. Provision of public goods by regional integration is believed to explain passive permissiveness, while the main impetus for integration comes from those who may reap above-average benefits from it. This book contends that the groups of active supporters have historically been changing within the Union; namely, the political Left and Right are changing their roles in negotiating future developments. Yet the evolution of the EU is also shaped by the solutions adopted to accommodate ethnic and cultural diversity. The empirical tests involve opinion survey data taken from the Eurobarometer series, World Value and European Social Surveys, and the International Social Survey Programme, expert ratings, as well as party elite documents from the Manifesto Project Database.

This book on European Identity aims to «promote reflection on the mutual relationship between educational processes and European construction». It attempts to get down to what this means at the everyday level, the notion of European Identity for all citizens, specially in the educational field, and identify elements for the promotion and anchorage of this concept.
